This in-country position is the lead member of the Procurement organization at the international IDS subsidiary and mission center in Doha, Qatar. Candidate would be part of the future Qatar leadership team and oversee local staff and procurement activities, execute medium to high complexity procurements, support multiple program/overhead needs, interface with leadership, program managers, cost account managers, other functions and US support organizations. The position reports to the IDS REISS/ESWIP lead in the US and to the Mission Center lead in Qatar and also supports and interfaces with US-based, Qatar program material program manager.

This position can be a G09 or a G10 based on the candidate?s qualifications as they relate to the skills, experience and responsibilities required for the position.

Responsibilities include, but are not limited to, the following:

  • Manage local staff of two (2) members
  • Supports mission center and program procurement needs
  • Provide GSCM Procurement leadership / supervision & interface with CONUS stakeholders
  • Report procurement status, highlights, issues to leadership
  • Review and approve purchase order packages
  • Execute purchase orders of medium to high complexity
  • Manages and participates in local sourcing activities for commercial goods/services (RFQs, quotes, negotiations, price analysis)
  • Identify and develop new suppliers
  • Manage and monitor supply base performance (price, delivery, quality, service)
  • Lead annual/ad hoc blanket order renewal and placement efforts
  • Ensure compliance to RTN policies/procedures
  • Serve as the primary point of contact for compliance and audit purposes
  • Oversee and report procurement related metrics
  • Maintain, review and improve procurement systems, processes, forms
  • Resolve supplier, performance, delivery, quality and payment related issues
  • Provide training, mentoring and skill development to local staff
  • Lead/support special projects for Qatar leadership as assigned

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
This position requires the eligibility to obtain a security clearance.

Basic Skills:

  • 6-8+ years of supply chain/procurement-related experience
  • Commercial goods/services procurement experience
  • Demonstrated experience leading/managing teams
