Prepares and coordinates the plans and schedules for new or existing programs. Determines and recommends, manpower and scheduling details of engineering tasks. Monitors, and reviews costs, operational budgets, schedules, and manpower requirements. Analyzes effects of projects supported by the Logistics Engineering Data Services team with respect to labor pool and task funding. Work directly with IIS customers both internally and externally, interacting with several levels of management.
Prepares and recommends techniques for program plan customization in order to meet Raytheon IIS Program Engineering and Customer delivery requirements.
Analyzes financial reports for Earned Value Management reporting to customers and IIS management.
Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.
Support program proposals and assist Program Engineers and Program managers in meeting proposal deadlines. Supports and participates in proposal negotiations with customers.
Work is performed without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignment. Plans, schedules and arranges own activities in accomplishing objectives. Will occasionally advise or direct the work of teammates within the Data Services team relative to planning and program reporting. Work is reviewed upon completion for adequacy in meeting objectives.
Exerts some influence on the overall objectives and long-range goals of the Data Services team, often consulting on matters relating to program reporting and monitoring management functions. Often represents Data Services team as a prime contact on projects especially relative to project financial status. Serves as prime consultant for the Data Services team on matters relating to policies, programs, capabilities, and long-range goals and objectives on programs managed by the Data Services team.
Position Grade: G07 or G08 where grade offered will depend upon skill level and experience of candidate under consideration.

Adept at organizing large amounts of data from various sources and make logical business relationships to support analysis of project performance.
Thorough understanding of Project Planning principles and their implementation using Microsoft Project or equivalent.
Highly proficient in use of Microsoft Excel and related Microsoft Office software tools. Can utilize Excel to synthesize financial and project data into coherent project presentations.
Possesses excellent writing and presentation skill as demonstrated to multiple levels of an organization inclusive of Sr. Leadership.
Demonstrable understanding of Earned Value Management principles and techniques and can apply them to analysis of project performance.
Develops solutions to a variety of complex problems. May refer to established precedents and policies.
Thorough understanding of all aspects of Cost Account Manager Role in support of Earned Value Management.
Must be eligible to obtain an interim Secret Clearance within the 1st 6 months of employment leading to a successful granting of Clearance from the U.S. Government.
Familiarity with use of SAP Software for financial reporting. Specific implementation of Raytheon APEX SAP system a significant plus.
Familiarity with use of MPM and SAP for integrated project reporting with IDS.
Raytheon 6-Sigma specialist.
Solid understanding of DFAR clauses relating to financial reporting requirements.
Understanding of PATIOT missile programs, organizational contacts, and purpose of these programs at Integrated Defense Systems (IDS).
Existing Secret Security clearance or eligibility to obtain a Secret Security Clearance
Requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum of 2 years of prior relevant experience unless prohibited by local laws/regulations.
