About the Position:
Responsible for the planning, delivery, management, and coordination of all permitting on assigned projects and programs in accordance with the National Grid project management processes and perform other duties assigned by management. Closely work with project managers, functional managers and provide assistance with meeting project/program goals/objectives.
Position Responsibilities (including but not limited to):
Permit Expeditorfunctions to ensure the successful completion of large-scale capital permitting during construction phase of projects, which will allow for the safe and reliable delivery of natural gas to existing and future customers. Such projects include: transmission pipelines, distribution main, public works, peak-shaving facilities (LNG), regulator/take stations, bridge/railroad/water crossings, and other special capital projects.
Manage and maintain permitting and other coordination and expediting aspects of assigned project(s) including: communications; team member and leader; compliance with environmental, safety and National Grid standards and policies; coordination and acquisition of required permits, licenses and land rights; engineering and design deliverables; contracted services, equipment and material procurement and administration; construction, interface with operations, and commissioning; close activities with project acceptance; and provide project status reports to team members and stakeholders.
Perform other duties as assigned by the manager/supervisor.
Promote a culture of teamwork, collaboration, and efficient resource utilization both throughout the department, theproject team(s) and project support groups including Engineering & Design departments, Operations, Asset Management groups, Supply Chain Management, Business and Commercial Services, Real Estate, Environmental and Administrative Service groups.
Liaise with governmental regarding permitting agencies including all borough DOTs, long island municipalities, Parks department, NYSDOT, MTA, bridge & tunnel dept.
This includes monthly reoccurring meetings, one off project meetings and quarterly high level briefing meetings.
Meet with OCMC (Office of Construction Mitigation & Coordination, STIPs) managers to walk down projects before construction in order to obtain bid stip sheets and obtain better stipulations.
Track and reassign summons as needed. Communicate with field supervisors and contractors to resolve issues and reduce repeat summons.
Represent PMCC at permit/summons related PEx meetings.
File contractor paperwork and assist managing CCdocs
Attend project design meetings to notify project team of DOT capital project conflicts/protected streets and be informed to brief permiting agencies of future work.
Attend monthly PM read out meetings.
Assist with weekly reports generated by CC Department.
Knowledge & Experience Required:
A Bachelor’s degree, preferably in an engineering discipline and/or significant relevant project management, engineering and construction experience in all aspects of gas utility /line construction operations. MBA preferred.
5+ years of experience with project management or equivalent relevant experience.
Certified Project Management or Certified Cost Consultant Professional preferred but not required.
Self starter and experience with construction permitting and expediting process.Good multi-tasking abilities.
Strong influencing and negotiating skills.
Demonstrate a high level of personal initiative and ability to interact with company personnel, contractors, regulatory representatives, and town/city officials in a positive collaborative manner.
Knowledge of gas system operations, construction, environmental, engineering and document controls.
Ability to prioritize work and manage multiple projects - Demonstrate openness to change.
Bottom-line oriented, budget-conscious, metric/measurement driven.
Ability to create a high energy team climate whereby team members are able to discuss relevant issues freely and where there is a strong emphasis on continuous improvement.
Ability to build strong relationships with key stakeholders (e.g. both external and internal).
Strong skills in: negotiations, presentation, interpersonal & written communication, and critical analysis.
Valid driver’s license with a safe driving history required.
