Position Summary:

Proposal Manager/Writer is a key part of the proposal management team. Manages proposals as assigned, conducts RFP requirements analysis, builds outlines, sets up and maintains SharePoint sites, acts as volume manager as required, writes proposals, and supports all activities during business development lifecycle.

The Proposal Manager/Writer will manage and support all proposal life-cycle activities as assigned as well as plans, manages, and executes the proposal publications process.

This candidate will also provide technical writing support to the proposal team including development and implementation of writing guides and technical editing, writing, and rewriting of proposal documents. The successful candidate must understand the proposal process and workflow and add value by being able to prioritize tasking.


Essential Functions:

 Manages Proposals

  • Supports Technical Solution Development

  • Analyzes RFP to determine proposal requirements, develop outlines, and populate compliance matrices.

  • Provide guidance to volume leads and section authors·

  • Advises writers in matters of style, syntax, and usage to improve the general quality and effectiveness of proposal writing.

  • Exercises quality control over proposal.

  • Coordinates and track proposal document preparation while maintaining version control

  • Collaborates with technical subject matter experts to capture technical information necessary to respond to technical requirements specified in solicitation documents

  • Helps maintain proposal knowledge management repositories

  • Use matrices to ensure traceability between various proposal volumes and ensure compliance with all solicitation requirements

  • Compiles, arranges, and formats data from various sources to prepare high quality, compliant proposal submissions

  • Coordinates the production, packaging and delivery of hard and softcopy proposals in accordance with RFP preparation instructions

  • Collaborates with teaming partners external to support of producing compliant, quality proposals

  • Supports business development and capture activities

Crucial Requirements and Abilities:

  • Bachelor?s degree

  • 5-7 years? experience in BD and Proposal Management organization within government contracting

  • Experience with proposal management coordination for opportunities exceeding 100 million dollars

  • Proven track record of working in a fast-paced, complex, and deadline-oriented environment

  • Proven experience with developing and managing multiple proposals (3-5) concurrently

  • Knowledge of the FAR, DFAR, and government contracting

  • Knowledge of federal contracts, to include firm fixed price, cost plus fixed fee, cost plus incentive fee, time and materials, labor hour, basic ordering agreements, purchase agreements and consultant agreements.

  • Experience in process improvement and development

  • Strong abilities with large document management


    Knowledge, Skills and Abilities:

  • Excellent ability to communicate with senior leadership throughout the organization

  • Ability to develop, write, prepare and present proposals on RFPs, RFIs, IFBs, market surveys and similar procurement products for federal government agencies

  • Able to multi-task; be a team player who can interact with PMs, Directors, and SMEs from diversified technical, functional, business and cultural backgrounds

  • Must have strong writing skills, with concise and professional diction

  • Must possess solid fundamentals of desktop publishing and advanced capabilities with Microsoft Office suite

  • Be energetic and enthusiastic with a ?can do? attitude

Must be able to remain in a stationary position for a long period of the time

The employee is frequently required to move about inside the office to access file cabinets, office machinery, etc.  The employee is occasionally required to stand; climb or balance and stoop, kneel, crouch, or crawl.  The employee must occasionally lift and/or move up to 25 pounds

The employee will work in a temperature-controlled office environment, with frequent exposure to electronic office equipment

During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.  Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise
