Principle Accountabilities
  • Contractor pilots assigned to the Aviation Management operations section are responsible to State Aviation Officers for aircraft operations with respect to this agreement.
  • The Supervisor instructors will be assigned to and based at AMU Sacramento.
  • This is a year-round assignment and the supervising instructor is expected to be available to CAL FIRE on a full-time basis.
  • Takes direction from the State Aviation Operations officer in all matters that affect the implementation of CAL FIRE policy in support of the CAL FIRE mission statement and related policies as well as any changes in CAL FIRE Policies or new procedures developed during the period of this contract.
  • Assure safe, efficient, and effective performance of all pilots performing under this agreement.
  • Develop and administer pilot training programs under this agreement.
  • Develop and administer pilot training programs.
  • Prepare training material.
  • Direct other instructors.
  • Perform as instructor on pilot training flights.
  • Perform as ground school instructor.
  • Maintain current files of all pilots performing under this agreement.
  • Files will include pilot experience and training records.
  • These will be CAL FIRE owned documents. Contractor may request copies.
  • Administer line standardization check flights.
  • Perform as an Air tanker or Air Tactical pilot as appropriate.
  • All pilots are responsible for the safe, efficient and effective operation of a CAL FIRE aircraft.
  • Adhere to all applicable FARs and CAL FIRE regulations.
  • Assume Pilot in Command (PIC) duties and responsibilities any time they are on board the assigned aircraft, regardless of who is manipulating the controls.
  • During duty hours, take immediate action to comply with (or deny for cause) any dispatch.
  • Reside within 45 minutes’ commute time from assigned home base.
  • Be available for call-up outside of normal duty hours, except mandated time off.
  • Carry an operating cell phone or paging device whereby pilot can be summoned for dispatch outside of normal duty hours.
  • Possess the following personal pilot items:
    • Flight clothing as defined in this part.
    • Current VFR Sectional Charts as follows: Los Angeles, San Francisco, Klamath Falls.
    • Current VFR Terminal Area Charts as follows: San Diego, Los Angeles, San Francisco.
    • Current VFR Terminal information publication covering California, Nevada, Arizona and Oregon.
    • For IFR of an kind: Current IFR en route and terminal charts covering the geographic area of intended IFR operations.
 
Flight Operations:
 
  • Flight operations personnel will be employed as necessary to train for and staff tactical airplanes.
  • Training generally occurs prior to start of fire season in March, April, and May.
  • Aircraft staffing at airbase locations generally begins in May and June, and continues through October, November, or later, depending on fire activity.
  • Crews will be expected to work additional hours during periods of heavy fire activity.
  • Any pilot that disregards safety, takes unnecessary risks, or flies in a careless or reckless manner will be removed from aerial firefighting duty.
  • All contractor pilots will be required to complete a CAL FIRE approved annual training program prior to being certified for duty.
  • Plots can be subject to an in-flight evaluation by a CAL FIRE Pilot Inspector upon successful completion of required training.
  • During fire season, pilots will be in constant readiness for immediate dispatch during the daily duty period.
  •  All pilots will ensure that their assigned aircraft is in an airworthiness state for immediate dispatch during the daily duty period established by CAL Fire.
  • Pilots will immediately notify appropriate CAL FIRE official if aircraft is not in a mission-ready condition.
  • Pilots will be responsible for keeping their assigned aircraft clean and properly serviced.
  • Aerial firefighting pilots can expect to operate aircraft under some or all of the following adverse conditions: 
    • To and from short-runway airports.
    • At high gross weights.
    • In high ambient temperatures.
    • In turbulent air.
    • At high-density altitudes.
    • In areas of reduced visibility.
    • In vertical, mountainous terrain.
  • Pilots will be required to possess certain items of flight safety equipment.
  • Pilots will dress and act in a professional manner while on duty.
  • Pilots will voluntarily remove themselves from flight status when they do not feel fit to fly due to illness, fatigue, or any other reason that may affect flight safety.

Experience & Education
  • Required CERTIFICATES & Ratings: All Air Tanker and Air Tactical pilots will meet the following criteria.
  • Support Pilots are required to meet only the requirements (a) and (e).
    • a. FAA Commercial Pilot Certificate
    • b. FAA Airplane Multi-Engine-Land rating.
    • c. FAA Airplane Instrument rating.
    • d. FAA IFR Type rating, where applicable, for aircraft to be flown.
    • e. Current FAA Class II Medical Certificate.
    • f. Recent flight experience: Meet FAR 61.56 and 61.57 for day, night, and instrument recency, regardless of whether passengers will be carried
    • g. Recent training: Within 60 days of start of duty period, successfully complete a CAL FIRE approved pilot training program.
    • h. Current Interagency Pilot Qualification card with appropriate endorsements.

Supervisor Instructor Pilots (Air Tanker and Air Tactical)
  • Meet the requirements for Air Tanker Instructor Pilot or Air Tactical Instructor Pilot as applicable.
  • Possess a valid and current FAA Flight Instructor Certificate with the following ratings:
    • Airplane Multi-Engin
    • Instrument Airplane
  • Be capable of preparing and implementing pilot training programs acceptable to CAL FIRE.
  • Be capable of preparing ground and flight training syllabi.
  • Be capable of directing (supervising) other instructor pilots.
  • If instructing in a large aircraft (>12,500#) be capable of preparing another pilot for an FAA Type Rating. 
Air Tanker Instructor Pilot:
  • Meet the requirements for Air Tanker Pilot.
  • Possess a valid and current FAA Flight Instructor Certificate with the following rating: AIRPLANE-MULTI-ENGINE. CAL FIRE will consider equivalent military experience.
  • Have a minimum of 5 continuous, full fire seasons as an Initial Attack rated Air Tanker Pilot and at least 100 PIC hours and one full fire season in the S-2 Air Tanker.
  • Be capable of training another pilot towards achieving an Air Tanker initial attack rating.
