Description:This position is for a Navy Strategic Arms Control Subject Matter Expert on the Fleet Ballistic Missile (FBM) program with one to five years of arms control experience. The position is located in the FBM Liaison Office in Washington, DC and requires working on-site in the Strategic Systems Programs (SSP) Navy START Office in the Washington Navy Yard. Work directly with SP2023/20231 to better understand their needs, priorities, requirements, and clearly communicate, collaborate, coordinate with Arms Control personnel currently located in Sunnyvale to best respond to Navy customer needs.

This position requires familiarization and understanding of the New Strategic Arms Reduction Treaty (New START, or NST), particularly as it relates to Navy strategic forces and facilities. Provide on-site technical and operational support to SSP Navy START Office for arms control tasks, specifically NST analysis, implementation, and compliance functions. Analyze and interpret NST to identify Treaty impacts and requirements on FBM programs and facilities. Provide technical expertise and understanding of NST provisions applicable to the Navy, and write Treaty assessment and white papers concerning Navy-relevant Treaty compliance issues. Evaluate and analyze proposed DoD, USG interagency and U.S.-Russian negotiation positions and provide recommendations for SSP/FBM/Navy positions. Perform Treaty compliance analysis of proposed new systems and/or alternate uses for Strategic Weapon System (SWS) components. Support SSP customer with preparation of NST briefings.

Under supervision, assist SSP customer in preparation for and provide support during NST Bilateral Consultative Commission (BCC) sessions and support SP2023/20231participation in the Naval Treaty Implementation Program (NTIP) compliance review process, the Navy Arms Control Review Board (NACRB), and comparable DoD review processes.

As needed, provide direct technical Treaty compliance support during short notice on-site NST inspections and training activities at Navy facilities.

Tasking could also include the need to provide systems engineering support to SSP Navy START Office in development, review, and maintenance of arms control documentation and inspection processes, procedures, products, and reference materials including: Implementation & Compliance Plans, Operations Directives, SECNAV and OPNAV Instructions; NST Site Diagrams and Coastlines and Waters Diagrams; official photographs, videos, scripts, briefing presentations, and signage; and training programs.

Support communication and coordination between SSP Navy START Office customer and Lockheed Martin Sunnyvale Arms Control group. Help coordinate NST implementation and compliance requirements with Navy Strategic Weapons Facilities and with LM Eastern Range engineering personnel.
Basic Qualifications:
*Bachelor’s degree in Engineering or other related technical degree in national security, military science or defense studies.
*Familiarity with New Strategic Arms Reduction Treaty (NST)
*Ability to develop strong and enduring relationship with SSP customer
*Ability to write clear, concise technical analysis reports and white papers
*Ability to scan extensive written material, extract key points, and write cogent synopses
*Ability to work well under pressure, exercise sound reasoning and judgment, exhibit patience/understanding in order to navigate challenging and dynamic situations
*Exhibit high standards of ethical conduct and professional integrity
*Proficient in Microsoft Office including Word, PowerPoint, and Excel
*Must be able to travel on short notice
*Must be able to obtain and maintain a DoD Secret clearance
Desired Skills:
*Master’s degree in Engineering or other related technical degree in national security, military science or defense studies.
*Existing relationship with SSP Navy New START Office customer
*Fleet Ballistic Missile (FBM) program familiarity and experience, especially with Trident C4/D5 SLBM program and Strategic Weapons Facility (SWF) operations
*Experience with NST implementation and compliance
*Demonstrate excellent listening, verbal and written communication, and interpersonal skills
*Active DoD Secret Clearance.
