We are presently of identifying candidates for the position of a Technical Advisor on Human Rights Computer System to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
This Initiative will focus on a series of information and technology roles including File Digitizing, Master Software Developer, Senior Software Advisor, Computer Advisor, and Technical Advisor on Human Rights Computer System. Requirements and Skill Level Qualifications for the IT Advisor – Technical Advisor are as follows:

Required:

  • RSO Security Clearance (eligible).
  • English level 4/4 and Spanish level 4/4.
  • University Degree in Computer Engineering.
  • A minimum of five (5) years of demonstrable experience in application development in various programming languages.
  • Knowledge of integration and interconnection for developed applications with existing systems, process analysis, methodologies and their implementation into computer applications.
  • Experience in application systems related to Justice and Security Administration.
  • Demonstrated experience in training.
  • Fluent FSI level 4 in Spanish with ability to write a concise report in English FSI level 4 and communicate complex issues in Spanish, both orally and in written form.
 
Responsibilities:
  • Develop the application software for the Methodology as a proprietary system and eventually interconnected and integrated with the existing platforms within Government Ministry, Public Ministry, and/or any other GOG Agency which is related to human rights field
  • such as COPREDEH. Prepare the development manual for the Standard Format for Gathering of Information application, including software source code.
  • Prepare the user manual for the application of the Methodology to Analyze Patterns of Attacks against Human Rights Defenders.
  • Provide training on the use of manual and software.
  • Develop the software application to implement the Standard Format for Gathering of Information as a proprietary system and eventually interconnected and integrated with the existing platforms within the Ministry of Government, the Public Ministry and/or any other GOG Agency which is related to human rights field such as COPREDEH. .
  • Prepare the development manual for the Standard Format for Gathering of Information application, including software source code.
  • Provide the necessary advice to elaborate the User Manual for the Standard Format for Gathering of Information and its corresponding application.
  • Provide training on use of manual and of software application.
  • Evaluate the systems in use by the GOG, in example SICOMP and/or SIPOL2, to establish the possibility of methodology software
  • integration and the Standard Format for Gathering of Information or create a new system. Evaluation is not limited to SICOMP and/or SIPOL2.
  • Contribute with the expert in the methodology of Pattern Identification in the design of graphical interfaces, creation and selection of algorithms.
  • Final written report must be provided in English and Spanish.
  • Hours for the contract will be the core hours of the Guatemalan Government with no more than 40 hours maximum per week.
  • The position is located in Guatemala City. No travel is required.
  • Perform other duties as requested and assigned by INL Rule of Law and Justice Sector Reform Program Manager.
 
Skill Level Qualifications (*Candidates must fit into one of these levels of experience):
  IV (LEVEL 4)
  • Guatemalan Citizen.
  • RSO background security check.
  • Spanish FSI level 3/3, English FSI level 4/4.
  • College degree in IT or related field, work experience may be substituted for the four-year degree if the individual has exceptional technical skills.
  • Five (5) years of IT/helpdesk experience is required.
  • Two (2) years’ experience with Microsoft Sever and SQL applications.
  • Two (2) years of experience in IT management is desirable,
  • Proficient in the use of Microsoft Office, MS Project, and internally developed databases, proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight, current on new information technologies, hardware, software, upgrades, updates and compatibility issues and will suggest applicable changes or modifications.
  • RSO security background investigation.
III (LEVEL 3)
  • Guatemalan Citizen.
  • RSO background security check.
  • Spanish FSI level 3/3, English FSI level 3/3.
  • College degree in IT or related field, work experience may be substituted for the four-year degree if the individual has exceptional technical skills.
  • Two (2) years of IT/helpdesk experience is required.
  • One (1) year experience with Microsoft Sever and SQL applications.
  • One (1) year of experience in IT management is desirable.
  • Proficient in the use of Microsoft Office, MS Project, and internally developed databases, proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight, current on new information technologies, hardware, software, upgrades, updates and compatibility issues and will suggest applicable changes or modifications.
  • RSO security background investigation.  
II (LEVEL 2)
  • Guatemalan Citizen.
  • RSO background security check.
  • Spanish FSI level 3/3, English FSI level 2/2.
  • High school degree; two years of college in IT or related field; work experience may be substituted for formal education if the individual has exceptional technical skills.
  • One (1) year of IT/helpdesk experience is required.
  • One (1) year experience with Microsoft Sever and SQL applications.
  • One (1) year of experience in IT management is desirable.
  • Proficient in the use of Microsoft Office, MS Project, and internally developed databases, proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight, current on new information technologies, hardware, software, upgrades, updates and compatibility issues and will suggest applicable changes or modifications.
  • RSO security background investigation.
I (LEVEL 1)
  • Guatemalan Citizen.
