We are presently of identifying candidates for the position of a System Administrator to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
This Initiative will focus on a series of information and technology roles including File Digitizing, Master Software Developer, Senior Software Advisor, Computer Advisor, and Technical Advisor on Human Rights Computer System. Requirements and Skill Level Qualifications for the IT Advisor – System Administrator are as follows:

Required:

  • RSO Security Clearance (eligible).
  • A university degree in Computer Engineer and/or Software Programming or four years documented work experience in Computer Engineering or Software Programming
  • FSI level 4/4 Spanish, Level 3/3 English.
  • One (1) year experience in working with Guatemalan Government agencies.
  • Ability to provide training and technical support in Spanish.
  • Experience in computer program development, implementation and management. Preferred.
  • Familiarity with SICOMP2 (the computerized case management system of the Public Ministry). Preferred.
 
Responsibilities:
  • Create a module that will connect facts or data for case correlation on Special Prosecutors Units such as Anti-Corruption, Counter narcotics, Anti-Money Laundering, and Financial Crimes.
  • Develop a module that will allow the connection between the anti-corruption prosecutors units in the SICOMP2 system, so that consultations, communication and information sharing can be done.
  • Analyze, design, develop, implement (in the identified locations) and provide maintenance of the systems that will be assigned as support to process interconnection to optimize the institution’s objectives.
  • Perform catalog standardization.
  • Within the design and development of the systems assigned to consultant, Consultant should consider tools, functionalities and processes that will generate statistical and reporting data that will help decision making and control of information.
  • Perform quality assurance tests on the developed software.
  • Implement the developed system or functionality done through this consultancy in coordination with all involved agencies.
  • Provide follow up and training to end users as support to the implementation process of the interconnection modules to guarantee expected results.
  • Prepare technical manuals of the developed modules and provide training on their support and maintenance, to experts of the administrative and system maintenance area and to other technical personnel as required by the Public Ministry.
  • Prepare and present requested reports by area coordinators and technological expert group.
  • Make timely and clear recommendations as project is implemented to guarantee successful implementation of the developed web services.
  • Perform other duties as requested and assigned by INL Rule of Law and Justice Sector Reform Program Manager.
  • At the end of the provision of technical advice, the consultant will provide an assessment that identifies the possibility of the implementation of inter-connectivity processes and will have created an electronic platform for the public Ministry that allows the interconnectivity of the systems between various agencies to enhance the quality of the investigation in corruption cases in the Prosecutors Unit.
  • Consultant will provide a weekly brief of the work being performed with the counterparts.
  • Consultant will provide a monthly work report indicating not only duties performed but their relation to the advancement of project objectives and goals and also addressing suggestions for improvement within the justice system entities
  • Consultant will provide documents containing software development, manual for the implementation, opinions, plans and other reports prepared and presented as a result or product of the technical advice provided through this order.
  • Hours for contract will be the core hours of the Guatemalan government, with no more than 40 hours maximum per week.
  • The position is located in Guatemala City, Guatemala.
  • Some travel is required.

  IV (LEVEL 4)
  • Guatemalan Citizen.
  • RSO background security check.
  • Spanish FSI level 3/3, English FSI level 4/4.
  • College degree in IT or related field, work experience may be substituted for the four-year degree if the individual has exceptional technical skills.
  • Five (5) years of IT/helpdesk experience is required.
  • Two (2) years’ experience with Microsoft Sever and SQL applications.
  • Two (2) years of experience in IT management is desirable,
  • Proficient in the use of Microsoft Office, MS Project, and internally developed databases, proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight, current on new information technologies, hardware, software, upgrades, updates and compatibility issues and will suggest applicable changes or modifications.
  • RSO security background investigation.
III (LEVEL 3)
  • Guatemalan Citizen.
  • RSO background security check.
  • Spanish FSI level 3/3, English FSI level 3/3.
  • College degree in IT or related field, work experience may be substituted for the four-year degree if the individual has exceptional technical skills.
  • Two (2) years of IT/helpdesk experience is required.
  • One (1) year experience with Microsoft Sever and SQL applications.
  • One (1) year of experience in IT management is desirable.
  • Proficient in the use of Microsoft Office, MS Project, and internally developed databases, proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight, current on new information technologies, hardware, software, upgrades, updates and compatibility issues and will suggest applicable changes or modifications.
  • RSO security background investigation.  
II (LEVEL 2)
  • Guatemalan Citizen.

  • Spanish FSI level 3/3, English FSI level 2/2.
  • High school degree; two years of college in IT or related field; work experience may be substituted for formal education if the individual has exceptional technical skills.
  • One (1) year of IT/helpdesk experience is required.
  • One (1) year experience with Microsoft Sever and SQL applications.
  • One (1) year of experience in IT management is desirable.
  • Proficient in the use of Microsoft Office, MS Project, and internally developed databases, proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight, current on new information technologies, hardware, software, upgrades, updates and compatibility issues and will suggest applicable changes or modifications.
