We are presently of identifying candidates for the position of a Senior Software Advisor– IT Advisor (I-IV) to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of information and technology roles including File Digitizing, Master Software Developer, Senior Software Advisor, Computer Advisor, and Technical Advisor on Human Rights Computer System. Requirements and Skill Qualifications for the Senior Software Advisor– IT Advisor (I-IV) are as follows:
 
Required—

  • RSO Security Clearance Required.
  • FSI level 4/4 Spanish, Level 3/3 English.
  • Proven experience in the development of WEB based applications.
  • Experience with analysis, design and implementation of information technology systems.
  • Have a track record of team work while following instructions of supervisors.
  • Proactive, methodical and organized.
  • Ability to work under pressure.
  • Ability to work in teams.
  • High capacity for analysis and research.
  • Ability to establish good and appropriate working relationships.
  • Excellent communication skills.
  • High capacity to accomplish commitments and meet deadlines.
  • Hours for this full-time position will be the core hours of U.S. Embassy Guatemala: 7:30 am to 5:00 pm Monday through Friday, 40 hours per week.
  • The position is located in Guatemala. Eventual in-country travel outside of Guatemala Department, particularly to Cobán, Petén, Quetzaltenango, Izabal, and other designated departments could be required as part of this position. The position will also require the ability to acquire a valid passport and US VISA for travel to the United States to support training projects.
  • Possess a High School diploma; preferred.
  • University studies in information technology systems curriculum, engineering and computer science or other related fields; preferred.
  • Minimum of 3 years professional experience in the field of information technology; preferred.
  • Experience working with Guatemalan Nation Police information technology systems; preferred.
  • Experience and knowledge in PHP/JavaScript programming; preferred.
  • Experience and knowledge in SQL/MySQL; preferred.
  • Experience in developing Web Services; preferred.
  • Knowledge and experience with Yii Framework; preferred.
  • Knowledge and experience with “Doctrine.”; preferred.
  • Knowledge and experience with Oracle; preferred.
 
 
Responsibilities—
  • The Senior Software Developer will be responsible for assisting with the proper development and implementation of the SIPOL 3-RAP application that allows the PNC to enter police reports and crime data into a data base for further analysis using the MOPSIC police model, including assisting with training and socializing the tool within the PNC and Police Reform Commission.
  • The Senior Software Developer will be required to assist the Technical Advisor/Master Software Developer to complete the following tasks in order to reach the goal as expected:
  • Attend PNC information system meetings to assist the PNC to develop objectives, vision for the application, and foresee difficulties.
  • Research the Guatemalan law required as part of the database resource and accessible to the PNC user.
  • Complete sufficient training in the MOPSIC police model in order to have the knowledge to design the SIPOL 3-RAP information system to be applied as an analysis tool that can effectively be applied the model.
  • Visit police stations, planning offices, investigation units, and other related PNC offices to observe and understand police procedures important to the design of SIPOL 3-RAP.
  • Plan how the application must be developed to meet minimum specification and assit with the implementation planning process.
  • Determine the number of users who will be on the system and plan the design of the application to support those users.
  • Before the system goes online, project foreseeable failures and determine the “fix” for the failures in advance.
  • Design the application coding and database structure to assure the user can proceed through the application while entering data without exiting and reentering the system to complete each transaction.
  • Double check the design before the development process is initiated.
  • Follow the design plan by blocks and modules until complete.
  • Present design by blocks/modules to the Community Policing/MPP MOPSIC Program Manager to assure the necessary policing/analysis tools are included to be a usable application to the PNC.
  • The Community Policing/MPP MOPSIC Program Manager will approve the blocks and modules before the design continues.
  • Initiate utilization of SIPOL 3-RAP as a beta version.
  • Monitor the beta version for “bugs,” system failures, errors, and functionality issues and make the corresponding fixes in the beta version.
  • Conduct all system maintenance during the contract time frame.
  • Write the user manuals, programmer manuals, and all manual updates for SIPOL 3-RAP.
  • Train all users at all access levels in in the use of the application, to include but not limited to the PNC, and the Police Reform Commission IT staff.
  • Provide a written weekly activity report in English or Spanish to the INL-Guatemala Community Policing/MPP MOPSIC Program Manager by or before noon Thursday of each week summarizing the week’s activities;
  • Meet Bi-Weekly with the Community Policing/MPP MOPSIC Program Manager and the programming team to discuss advances and any problems with the development of SIPOL 3-RAP.
  • Submit a quarterly report in English or Spanish to the INL-Guatemala Community Policing and Model Police Precinct Advisor on or before the last Friday of each Quarter. Such quarterly report shall contain the following:
    • Number and type of meetings the Developer participated in with the PNC;
    • In the first two quarters of the contract, the quarterly report should include a PowerPoint Presentation with programming schematics and graphic representations of the goals for the information system;
    • In the third and fourth quarters of the contract, the report should include online demonstrations of the functionality of SIPOL 3-RAP in real time.
    • Report advances expected in the development of SIPOL 3-RAP for next quarter.
