In this role the Senior Manager, Subcontracts Management will be responsible for the overall subcontract management activities for all subcontracts in support of Mission Support and Modernization (MSM) business area. This individual must possess:

This individual will be responsible for managing the overall performance and reporting of Subcontractor(s) to support the achievement of prime contract requirements and program goals. In this role, the Senior Manager will oversee and direct a team of Subcontract Managers (SCMs) who execute and manage subcontracts, provide the formal communication and contractual direction required through the life of the subcontract and closing them out upon completion, as well as provide oversight and guidance during the execution of these subcontracts. The individual will be an integral member of the MSM leadership team working in close collaboration with Material Program Managers, Technical Subcontract Managers (TSMs), and Contract and Subcontracts Leadership.
  • Position Reports to the Sr. Director of Supply Chain and Contracts
  • Responsible for the ongoing direction and management of the MSM subcontracts execution team aligned to the Contracts and Supply Chain business objectives
  • Must demonstrate a proven ability to successfully manage and lead a subcontract management team in order to support diverse development and production program specific objectives
  • Must demonstrate a proven ability to manage the subcontract management process. Effectively monitor the performance of supplier partners and their facilities while maintaining system compliance with both Raytheon policies and FAR/DFAR regulations
  • Must possess strong collaboration skills allowing effective communication and business results working internally with Program Management, Engineering, Operations and Mission Assurance as well as externally with domestic and international suppliers
  • Position will require travel

Required Qualifications

  • 12+ years Subcontract Management, Program Management or Integrated Product Team experience and related business experience
  • Experience with DOD procurements
  • Experience in FAR/DFAR and Compliance
  • Ability to obtain a secret clearance, if required
  • Demonstrated ability to communicate effectively, lead a team of individuals focused on goals and ability to drive program/compliance accountability
  • Thorough knowledge and experience with Government regulations and Public Laws as they pertain to procurements
  • Experience in performing cost analysis and negotiation of major subcontracts
  • Experience Managing Subcontractors to meet all subcontract requirements including cost, schedule, technical and quality requirements. Leading negotiations, changes and closeout activities, maintaining all required subcontract records
  • Leading and development of and compliance to Subcontract Management Plans
  • Ensuring subcontract compliance with public law and Raytheon company policy and procedures, understanding and applying, as appropriate, FAR/DFAR), ITAR and import export requirements
  • Reviewing and leading the issuance and evaluation of Subcontractors proposals
  • Manage and report the subcontractor performance to Program and within IPT team utilizing the QDI tool. Collaborates with the Subcontract Managers in managing Subcontract partner performance, using program metrics
  • Excellent Communication Skill, including presentation skills


Desired Qualifications

  • Advanced Degree
  • Aerospace and Defense experience
  • Certifications in Subcontract Management and/or Program Management
  • Experience with financial analysis and reporting
  • Technical or Technology experience
  • Experience in Direct Commercial Sales and International customers
  • Evaluating and ensuring compliance with technical assistance agreements and Manufacturing License Agreements, as applicable
  • Ensures effective application of program management tools in the development of subcontractor requirements including EVMS, IPDS, and Risk/Opportunity Management
    Required Education (including Major):
    Bachelor’s Degree in Supply Chain Management, Business Management, Engineering or related field
