Lead Specialist – Cost Controls / Lead Cost Analyst

Forecasts, controls, and reports project costs needed within an organization. Develops and provides project variances, trending and analysis of expenditures, and completion reports. Reviews project costs incurred by category, calculates future costs based on labor productivity, material price increases, subcontract, wage rates and risk analysis. Under general direction, uses specialized knowledge or skills to solve complex and unique problems. Establishes priorities for the completion of assigned tasks. Uses judgment to interpret internal and external issues and develop best practices. May direct resources, prioritize tasks and provide guidance to less experienced team members. Relies upon experience, interpersonal skills, and broad knowledge of project controls to ensure task completion in compliance with policies, procedures, and business strategy.


  • Able to manage all cost control aspects for a large scale project from inception to completion.
  • Implementation, administering and maintaining cost control systems and procedures to track and report the project budgets, commitments, expenditures and forecasts.
  • Experience in managing cost controls on international projects.
  • Coordination between client/owner and the project or contracting companies.
  • Develop and provide project variances, trending and analysis of expenditures, and completion reports.
  • Proficient understanding of Earned Value Management process.
  • Experience in establishing work breakdown structure on projects.
  • Conduct cost estimates to approximate the costs of resources needed to complete project activities.
  • Actively engage in achieving competitiveness, successful project execution, productive internal/external interfaces and risk management.
  • Perform operational, short and long term trend analyses and prepare briefings on program activities.
  • Able to align the project cost tracking with the work breakdown structure and the cost estimate.
  • Experience in the procurement process and systems to track and forecast the cost of procurement.
  • Involved in cost controls process development and implementation on projects.
  • Preferred experience in KBR project controls systems (PCMS, PDN, WMS), SAP, Maximo, Cobra, Documentum.
  • Able to visit sites domestically and internationally as needed.



  • Project Controls experience of 10 - 20 years, in large and small projects
  • Proficiencies: Earned Value Management, Change Management, Microsoft Excel and Access, Communication and presentation skills, interdisciplinary communication, SAP, Cost System/Database, Cost Controls on capital (>$100M) projects with Procurement and Construction
  • Preferred: BS degree in Engineering, Accounting or Finance
  • Preferred: PMP Certification
