This position is based in Tewksbury, MA. This position reports to the IDS Sr Dir – Business Transformation. Serves as the financial interface for localization activities for all upcoming and ongoing proposals with a near term focus on proposal activities in Saudi Arabia for TPY 2 and SNAP 2. The successful candidate will also play a key role in developing and executing strategies to satisfy existing obligations in the region, driving a consistent approach to the evaluation and execution of offset and localization projects.

The role would also include ongoing startup activities in Saudi Arabia associated with the newly launched landed company, and will be responsible for providing financial leadership for ongoing partnership and joint venture discussions in the region. The role will also include leading engagements with external customers, partners and other internal and external stakeholders.

The successful candidate will collaborate across Raytheon as a key participant of capture teams providing a single, senior point for all IDS proposals with offset and localization requirements, as well as all RTN proposals that will flow through RTN SA, delivering consistency and a unified approach across the company.

Role may require significant and extended domestic and international travel to support proposal and contractual activities for offsets and localization requirements.


Responsibilities include:

  • Communicates with Senior IDS Leadership regarding localization strategies, status and progress
  • Partners with Raytheon-Saudi Arabia CFO to provide financial leadership for JV discussions in region
  • Partner with other international leaders to develop successful offset and localization strategies for existing obligations and for ongoing proposal activities.
  • Providing offset and localization leadership at IDS and across RTN

Basic Qualifications/Required Experience:
  • Minimum of 10 years of financial leadership or related experience; or 10 years with related Master’s degree
  • Ability and willingness to travel internationally
  • A bachelor's degree in accounting, finance, business administration, or related field study
  • Experience in financial management of defense programs including past experience in a senior Earned Value role
  • Formal Management/Leadership experience required – proven presence in diverse business situations; confidence to interact and present to senior leaders.

  • Master’s in Business Administration.

  • Demonstrated experience leading complex teams in a matrix environment
  • Demonstrated knowledge of business and program execution tenants (e.g. EAC, EVMS, IPDS, etc.)
  • Demonstrated ability to drive financial metrics (Sales, Op profit, net cash, working capital, sales forecasting) and execute multiple programs
  • Knowledge of DoD and International Contracting
  • Demonstrated DCS and FMS Programs experience
  • Bachelor’s Degree in Finance, Accounting, or related field.
  • Ability to multitask and manage the work load to meet deliverables on time and with accuracy
  • Proven analytical skills and ability to quickly find solutions.

  • Practical experience in providing financial and business support for contracts utilizing cost/schedule performance measurement systems, program planning, cost analysis, estimates at completion, and financial planning activities
  • Proficient in Microsoft office applications: Excel, PowerPoint, and Word
