The Advanced Concepts and Technology Mission Area in Raytheon Space & Airborne Systems, seeks a Program Chief Engineer to provide technical support and expertise for Advanced Concepts and Technology (ACT) programs. The CE is the single engineering leadership point of contact and is responsible for all engineering execution of a program. The CE oversees all technical, schedule, and financial performance of engineering work. The position will reside in the System Engineering Integration & Test Center (SEIT).

Job Related Activities:

  • Execute in accordance with the business area strategic objectives and roadmaps to maximize reuse, reduce product costs and maximize sales/competitiveness of products
  • Support growth opportunities on Gate approvals to turn the opportunities into captured business
  • Responsible for the initial engineering program tailoring
  • Responsible for the proposed technical solution and establishment of technical baseline artifacts planned throughout the program lifecycle
  • Establish and manage a product vision, strategy and goals to align the Program with the Customer and facilitate conflict resolution
  • Lead and approve the engineering process tailoring
  • Actively participate in developing and guiding the program IMS development
  • Actively participate in developing and guiding the program risk and opportunity development
  • Review and approve work packages and ensure logical task relationships are established
  • Responsible for the entirety of engineering execution including technical budget, cost, schedule and metrics
  • Determines & monitors technical priorities to meet cost, schedule & performance for the entire program
  • Uses a structured decision making process when conducting formal and informal trade studies that impact the technical baseline and optimizes performance margins, cost and schedule
  • Establishes and maintains the program technical baseline, ensuring the product is optimized to meet the contractual needs and can be executed within program budget and schedule
  • Ensures Robust Systems Architecture in alignment with TBL (Instantiate rigorous system architecture and design including successful Architecture Review Boards (ARBs) on programs prior to G6)
  • Establish and track both Key Performance Parameters (KPPs) and allocated Technical Performance Measures (TPMs) across the lifecycle
  • Monitor and trend staffing against planned work; proactively engage with Engineering to project program demand in a timely manner to ensure adequate resource assignment. Document the program staffing demand.
  • Ensure effective use of independent reviews and achieve on-time completion of all Program Engineering Gate reviews
  • Responsible for the Earned Value and/or financial management of the engineering content on a program including engineering content of the EAC reviews
  • Ensures proper Engineering Risk and Opportunity management (ensures Engineering risks are captured, mitigation plans in place across IPTs)
  • Ensures proper configuration management of Engineering work products and chairs ERB, CCB and other major review boards
  • Approves all contract-deliverable (CDRLs/SDRLs) Engineering products
  • Primary program technical POC with the customer technical counterpart
  • Support the Product Line Commonality and promote the re-use of engineering artifacts, models, tools, as applicable and permitted within the program constraint
  • Lead/Participate in program reviews including IRs, gate reviews and program management reviews
  • Utilize business and execution metrics to align organization and drive decision making. Provide accurate, timely, actuals, forecasts and risk assessments, monitor and quickly respond to business changes and customer needs
  • Achieve all assigned budget targets
  • Drive identically and reuse in design, production and sustainment
  • Ensure Engineering leads assigned to program are engaged in all aspects of their program including CCBs and PMRs
  • Ensure appropriate skills and personnel are assigned to engineering program tasks
  • Regularly assess team members’ performance to reward/recognize or provide development feedback
  • Provide inputs into personnel performance reviews twice a year
  • Promote a culture of continuous learning and mentorship
  • Support the SM with updates to the technical pipeline (succession plan), knowledge transfer, back-fill, retirement risk assessment and critical knowledge retention
  • Encourage a diverse workforce by promoting diverse opinions and thought processes and through staffing
  • Champion the RTN Values and Behaviors with yourself and across the program

Required Skills:
  • Minimum 12 years of experience in engineering: Systems, Electrical, or Software
  • Minimum of 2 years of experience in integrating systems for military aircraft
  • Experience leading integration & test efforts on large execution programs involving military aircraft
  • Experience working with both customer and internal/external resources and partners
  • Excellent executive-level written and verbal communication skills;
  • Deep understanding of the Systems Engineering lifecycles and demonstrable application of relevant methodologies and toolsets
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.
  • Active DoD Top Secret Clearance

Desired Skills:
  • Experience with rotary wing aircraft
  • Broad Systems Engineering experience on a large development contract
  • Experience providing technical support to new business development activities
  • Experience in program phases from proposal to award to development to implementation.
  • Experience as lead for multiple applications/products/programs
  • Experience in architecture development
  • Familiarity with the Raytheon IPDS process

Required Education: B.S. in Systems Engineering, Electrical Engineering, Computer Science, Mechanical Engineering, or Related discipline
