Job Description
This role could be a G09 or G10 depending on the candidates qualifications.

Raytheon Washington Office, Office of General Counsel is looking for an experienced global trade professional to lead business development and international export/import licensing and compliance activities in a fast paced and exciting environment. This position provides guidance to business personnel on export/import controls to ensure compliance with U.S. and foreign regulations in international business development activities. Leads Raytheon International, Inc. (RII) in obtaining required Non-U.S. export/import authorizations and supports the business units in preparing U.S. and Non-U.S. required export authorizations. Supports global trade operations programs at 20+ business development offices worldwide. Works closely with corporate and business unit technology release experts. Assures regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions. Maintains applicable trade compliance records in accordance with regulatory requirements. Supports learning, monitoring, and audit assessment programs to ensure implementation and effectiveness of internal controls. Supports investigations of potential export/import compliance escapes.

Responsibilities include, but are not limited to, the following:

  • Reviews and approves use of advanced license exemptions/exceptions
  • Reviews and approves presentations, briefings, documents and other information intended to be provided to foreign persons for compliance with licenses, regulations and company policies prior to release
  • Supports global trade requirements and programs at Raytheon International, Inc offices worldwide
  • Provides details of Business Development requirements to business units licensing applications and reviews applications prior to submittal
  • Supports processes and compliance plans for Foreign Person Employees (FPEs)
  • Performs duties of an Empowered Official (EO) Review proposals, contracts, and/or purchase orders and participate in technical programmatic discussions/meetings.
  • Participates in strategic business engagement to ensure business execution, growth and compliance
  • Supports development of export related training and communications requirements for Business Development
  • Supports development and implementation of company and business unit policy, procedures, guidelines and instructions to support compliance with U.S. Government export/import regulations and company policies/guidelines
  • Participates/leads in global trade training as well as special projects, cross-functional business projects and corporate projects to support business objectives
  • Supports management in investigating and resolving compliance matters
  • Assist and provide guidance to Business Development

Required Skills:
  • 8 years of related export/import experience and increasing responsibility (licenses, agreements, compliance, and transactional activities)
  • In-depth knowledge and application of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently, and take initiative to address situations before issues arise
  • Some travel may be required
  • U.S. Citizenship is needed as this role requires a DoD Secret Security Clearance

Education: Bachelor’s degree

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
