Job Description:

Raytheon Integrated Defense Systems (IDS) has an immediate need for a Program Operations Manager (POM) for Undersea Programs based in Portsmouth, RI. This position will report directly to the Director of Seapower Capability Systems (SCS) Operations. The POM will collaborate with the Execution Operations Value Stream and Cross-functional Teams to ensure that program needs are integrated and supported to meet all program commitments. Results will be accomplished through leading and influencing senior level individual contributors and middle management, leading briefings and technical meetings for internal and external representatives and being accountable for the multiple areas associated with the program.

This position is responsible for the total program life cycle, from bid/proposal through development/EDM, transition to build, production, and depot/sustainment. The POM will make strategic decisions for the direction of the product line related to manufacturing plans and strategy, including representing the factory in make buy/where decisions and technical/producible trades and Cost Reduction Initiatives. This position requires the ability to interface with all levels of management up to and including the Vice President level. Significant interface is required with both internal and external customers, Program Management Review (PMRs), Gates, EACs, and customer visits/tours.

Additionally, the POM is a member of the Portsmouth Site Leadership Team with responsibilities including site level strategy and communication, staffing forecasts, identifying and submitting capital expenditure requests, facility plans, and site safety initiatives.

The ideal candidate will possess the demonstrated skills and experience necessary to perform in technical, program and manufacturing leadership roles.

This position requires an active U.S. Security Clearance as of day one of employment. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Required Skills:

  • U.S. Citizenship is required
  • Active/Current Secret US Security Clearance.
  • 12+ years related manufacturing experience
  • Experience working for with Department of Defense (DoD) contracts
  • Understanding of DOD Earned Value Management
  • Experience estimating and writing proposals over $10 Million

Desired Skills:

  • Experience managing a team of 6-10 seasoned manufacturing professionals
  • Lean Manufacturing Application
  • Team Facilitation & Superior Communication Skills
  • Interfacing with Senior Management
  • Knowledge of MRP systems (PRISM/VM/CMES)
  • Critical thinking & Decision making
  • Demonstrated leader of people
  • Ability to obtain Top Secret clearance
  • Understanding of the IDS Manufacturing Tool Sets and how they integrate for delivery of product through DD250.

  • EAC – budgets
  • MBOM, Configuration
  • Make/Buy/Where process
  • Capital Planning (development)
  • Cost Reduction Strategy
  • Gate Reviews
  • Bachelor’s Degree in STEM (Science, Technology, Engineering, and Mathematics).
