Are you looking for an exciting new opportunity in technical planning and scheduling management? We are seeking a technical program management, planning & scheduling professional to join the Program Planning & Scheduling Department.
This three year position will be the in-country Poland Patriot planning manager and expert for the Poland Patriot program in the Integrated Air and Missile Defense (IAMD) business area. The successful candidate will be responsive for all Poland Patriot planning and scheduling, directing in-country subcontractor schedule and performance management, while also setting direction and leadership for the US team operations. Further, the incumbent will be the planning architect for the subcontractor, in-country, work and will be responsible for developing an integrated approach for tying this work together with the program Integrated Master Schedule (IMS). This role will require forward deployment to the international location, under the terms of a 3 year MOU/Long Term International Assignment managed by Raytheon International Assignment Services.
Overall management of, and program lead for, Poland Patriot planning
Establish processes for subcontractors that are achievable within their capabilities, provide the Raytheon team the needed insight and predictive performance measure, and then help the subs develop these capabilities to consistently execute
Establishment of requirements and processes flowed down to subcontractors to ensure the resultant IMS architecture yields schedule artifacts which provide insight, and predictive measures, into the impact of any subcontractor performance issues
Communication of these planning requirements to the subcontractors
Integration of subcontractor files into the overall Poland IMS
MS Project training of in-country subcontractors
In-country Planning Subject Matter Expert (SME) – aid subcontractors in the development of their IMSs
On-going support to ensure subcontractor IMSs remain compliant
Support subcontractors in development of monthly IMS SDRL requirements
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
Required: This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
This position will be located in Warsaw, Poland.
10 + years of professional experience in Technical Planning, Program Management and/or Program Planning & Scheduling
Experience leading and managing a team of planning/scheduling professionals
Microsoft Project Server experience
Experience with the Earned Value Management System (EVMS) or similar business process
Demonstrated experience applying system engineering principles to solve a complex problem
Demonstrated customer facing experience in leadership role
Direct experience leading planning effort on a program with external EV reporting and DFARS EV clause invoked
Direct experience with DCMA and JSA audit
Experience with implementing an IMS meeting 81861 requirements on a large scale development program
Familiarity with any of the following: Achieving Process Excellence (APEX) SAP/R3, Microframe Project Manager (MPM) or similar EVMS tools and software applications such as Oracle ERP, Deltek Cobra and Deltek MPM Connect
Demonstrated experience in using MS Office suite products
Demonstrated ability to balance technical/cost/schedule constraints to achieve customer satisfaction
Demonstrated knowledge and experience in assisting Integrated Product Teams (IPTs) in planning, scheduling and cost estimating tasks
Demonstrated knowledge of Integrated Product Development System (IPDS)
Demonstrated experience with Risk and Opportunity Management
Raytheon Six Sigma (R6S) Specialist or similar certification
Demonstrated experience and knowledge of Cost Estimating/Basis of Estimate (BOE) Generation
Demonstrated ability to deliver customer focused solution
Master's Degree preferred
Demonstrated comfort level working through tools and systems issues as may occur with large data sets: ability to manipulate data sets and troubleshoot applications issues with appropriate product support
Bachelor Science Degree from an accredited university or college in Engineering or related STEM field of study
