The Supply Chain Proposal Team (SCPT) is a centralized, lean, strategically focused, and high-performing team responsible for the development and execution of Supply Chain (SC) proposal strategies and activities. The Supply Chain Proposal Architect will be a member of SCPT and provides front end of the business support on material pricing, compliance guidance, and development and execution of material strategies to support proposal activities. Development of the SC proposal strategies will be in cooperation with the SC Product Line Proposal Manager, Material Program Manager, Program Management, Business Development, Engineering and other functions and departments within Supply Chain.
Responsibilities include, but are not limited to:

  • Use data analytics to identify aggregate spend, strategic sourcing, market trends, should-cost analysis, etc. to meet Program/Product Line/Business objectives in pursuits
  • Managing the supplier proposal lifecycle
  • Perform proposal risk and opportunity analysis, develop mitigation plans and solutions to problems using ingenuity, creativity and innovation
  • Evaluation of customer RFPs to develop responsive material pricing plans that satisfy program needs
  • Developing clear and effective strategies to meet external customer, DCMA/AA and Public Law (FAR/DFARS) compliance
  • Prepare RFPs, RFQs, and RFIs in support of customer proposal activities
  • Ensure flow down documentation to suppliers and ensure proper hand off to material estimating and SAA
  • Evaluate supplier proposals for adequacy to regulatory and customer proposal requirements
  • Produce compelling price analysis
  • SC Basis of Estimate (BOE) writing
  • Generate and provide data for negotiation preparation
  • Support customer and supplier negotiations
  • Proposal process owner and responsible for continuous improvement and incorporation of best practices
  • Contribute to and maintain the SC Proposal library content
  • Support audits (as required)
  • Support Program Gate 4 activities
  • Develop and conduct the Material Bid Review Board (MBRB) and SC Proposal Kickoff
  • Provide forecast and management of the Product Line pursuit pipeline
  • Provide strategic advice and innovative solutions to SCPLDs, MPMs and Programs related to material pricing strategy and program execution, and assistance with RFI response content development
  • Provide selling/marketing support for pursuits by providing SC subject matter expertise
  • Support customer negotiation preparation, strategy development and proceedings

Required Skills:
  • Four year degree in related field
  • Minimum 8 years related experience in domestic or international proposals, preferably in multiple aspects of Supply Chain, Business Management, and/or Contracts Management
  • Demonstrated IPT leadership skills, and experience leading teams
  • Strong project management skills and ability to convert business and customer requirements into executable Supply Chain strategies
  • Ability to develop and execute projects plans and simultaneously manage programs and priorities
  • Excellent risk and opportunity management methodologies and problem solving resolution techniques
  • Strong critical thinking skills, ability to exercise independent judgement and manage complexity and ambiguity
  • Demonstrated ability to understand financial information, budgets, and program performance and develop strategies to improve these areas
  • Exemplary oral and written communication skills, ability to listen well and communicate effectively with others
  • Ability to build and maintain effective relationships based on mutual respect with peers, customers and team members
  • Working knowledge of supply chain processes and related systems, proposal support, subcontract management and material program management
  • Compliance experience and working knowledge of the Public Law (FAR/DFARS) and company business policies and procedures related to proposals
  • Proficient use of MS Excel, Word, PowerPoint and MS Project
Desired Skills:
  • Working knowledge of Raytheon Proposal process and/or business capture experience
  • Risk and opportunity management experience
  • Earned Value Management Certified (Control Account Manager experience)
  • Experience working proposals from a Supply Chain or Estimating & Pricing perspective
  • Completion of Supply Chain Level 4 (MPM, Subcontract Management or Procurement)
  • Existing security clearance

Desired Education
Master’s Degree (MA, MS, MBA) or equivalent
