Raytheon IIS/GIS provides Operations and Maintenance support for the Intelligence Community.

Job Description: Raytheon is seeking a Functional Specialist/Advisor III to support our IC customers efforts to execute international partnerships through advice and support on current authorities and Intelligence Community priorities. Interface with IC and DoD organizations, policy representatives, senior leaders, international partners, and periodically travel to foreign partner nations to negotiate agreements, engage with partners, and assist assessing foreign partner capabilities.

Duties include:

  • Support IAP activities to advance GEOINT partnerships with foreign countries, including expert knowledge and application of each NGA D&R process (Continuing Authorization, Limited Expansion, Ad hoc imagery sharing, Commercial imagery policy, use requests, and OPIR D&R policy).
  • Advise on policy development, sharing initiatives, and leadership recommendations.
  • Inform key leadership on engagement activities, and recommend decisions.
  • Assist IAP branch in developing engagement plans and country strategies.
  • Provide support to visits, trips, and exchanges.
  • Draft, coordinate, and edit policy documents, memos, correspondence, and reports on partner activities.
  • Recommend and draft solutions regarding policy challenges to assist office and agency leadership regarding foreign partner engagement.
  • Assist with training NGA workforce in unique aspects of foreign partnerships.

Required Skills:
  • 7-10 years of demonstrated experience in recommending solutions regarding policy challenges to assist office and agency leadership regarding foreign partner engagement.
  • Demonstrated experience in drafting specific, measurable, time-bound tasks for
    Strategic Goals and Objectives.
  • Demonstrated experience in database development and hard copy storage.
  • Must have a current TS/SCI and be willing and able to pass a CI Polygraph as required
Desired Skills:
  • Demonstrated experience in international affairs, foreign policy, or other fields that engage with foreign governments.
  • Demonstrated experience providing foreign visit support (facilitate visit logistics, assist the desk officer with read-ahead books and presentations, draft and submit executive
Required Education (including Major):
  • Bachelor’s Degree of equivalent experience in related field
