The Business Development Operations organization is a highly collaborative team bringing best practices and innovation into the business of doing business development. The International Reps and Consultants Manager is critical to the organization to ensure day-to-day execution and management of international representative and consultant agreements.

This role has a broad scope of responsibilities, interfacing with several internal and external functional teams requiring collaboration and relationship building to achieve success. This role is responsible for the management of SAS International Representative and Consultant Agreements, ITAR Part 130 reporting as the International Business Development Partner (IBDP) Business Point of Contact (POC) for SAS, and completion of international party due diligence for international transactions. This individual is the face of SAS across the Enterprise as the IBDP POC responsible for the management of over forty (40) International Business Partners. The position requires extensive cross-functional interaction with Raytheon International Corporate staff and the SAS senior leadership and program teams.


Specific responsibilities include:

  • Ensure compliance to Company Policy(s) and SAS Standard Procedures / Directives.
  • Complete and review appropriate contractual documentation prior to obtaining required approvals cross-enterprise from all levels of the Organization, including the SAS VPs of Legal, Contracts and Business Development; for International Representatives and Consultants Agreements.
  • Engage SAS Leadership Team and their direct reports to understand the needs of Business / Opportunity to ensure proper agreements being used and in place.
  • Ensure Agreements align with AOP and 5 Year plan and objectives are clearly stated and results measured.
  • Track status of agreements through approval process internal to SAS and across the Enterprise.
  • Establish and maintain excellent working relationships with Office of General Counsel (OGC). Able to articulate and discuss potential conflicts and provide solutions and recommendations, before becoming issues.
  • Build trusting relationships at all levels of the Organization and the Enterprise.
  • Demonstrate effective writing skills to develop, review, edit and negotiate Statements of Work for various tasks with varying complexity.
  • Quickly assimilate and solve internal and external challenges.
  • Ability to work effectively and efficiently in a fast paced, dynamic environment with time criticality.
  • Business acumen and sound judgment, with the ability to influence team behaviors to achieve results.
Required Skills:


  • BS/BA and 8+ years’ experience working in relevant industry with experience in Contracts, Supply Chain, Business Development and/or Project Management, with established networks across the Enterprise.
  • Ability to build and maintain trusting relationships at all levels of the Organization and Company
  • Demonstrated experience as a change agent, able to energize organizations to achieve beyond customer expectations
  • Ability to clearly present and articulate contractual issues to senior leaders
  • Demonstrated ability to work with a team as a strong team member.
  • Work independently with little to no guidance
  • Ability to collaborate with governance function for oversight and reporting.
Desired Skills:

  • Understands the decision making process across the Enterprise. Interacts with other businesses, as required, to lead discussions to ensure no potential conflicts.
  • Uses presence and skill across the company to influence timely processing of paperwork and resolution of issues.
