Job Description:
The Guided Carl-Gustaf Munition program is seeking to hire a Senior Development Program Manager located in Tucson, Arizona at Raytheon Missile Systems. The program operates within the Soldier Systems Directorate, which is part of the Land Warfare Systems product line.

This Guided Carl-Gustaf Munition (GCGM) Program Manager will lead all GCGM contracts that across the Army, Marine Corps, and Special Forces. This position is the primary customer interface for GCGM and will have frequent customer and partner communication in order to support the customer and mission. They are responsible for removing barriers and defining solutions that support the program. In addition, it is expected this person will be responsible for the preparation of PLR inputs, EACs and RONA packages, Executive Steering Meetings, conducting weekly team meetings, and meeting with key customers.

The individual will lead the management of a LWS Key Strategic Pursuit (KSP), Teaming Agreement and OTA contract, while working closely with engineering and all functional organizations, to include an international partner, to ensure a solid execution team is in place to support a timely start-up and delivery of products and services in accordance with the agreement and contract(s).

This role requires the ability to: establish milestones and monitor adherence to program master plans and schedules, develop control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and ensure the meeting of company's contract and financial commitments.

This role will also be responsible for managing the relationship with an international partner, working through Export/Imports (EXIM) and developing multi-country security requirements. The individual will have to communicate with not only their customer base, but be able to influence other potential customers on the role of GCGM to support future growth. The GCGM program is a new franchise program opportunity for Raytheon, with the potential for many years of production.

This individual will be expected to support proposal activities for follow-on work, and support/establish investment strategies. He/she will support the development plans/roadmaps, advancement of technology, and promoting future growth for GCGM.

This position acts with a reasonable degree of independence, restricted by basic policies and objectives, assists in planning, directing and controlling all relevant business operations, makes final decisions on administrative, technical and operational issues and responsible for the final results and effectiveness.


  • 12+ years of experience in Program Management, and/or appropriate functional experience in directly supporting program objectives managing cost, schedule and technical performance
  • Existing Secret Clearance
  • Knowledge of creating strategic plans and abilities to manage those initiative throughout the full execution, including wide ranging, and in-depth experiences and agilities in large scale transition to production assignments
  • Experience leading technologically diverse teams across broad areas of expertise
  • Willing to travel domestically and internationally
Desired Skills:
  • Experience working government programs (large/complex) with direct customer interfaces, both internal and external, including Industry Partners
  • International program execution experience
  • Experience with the US Army, SOCOM, and USMC customer community
  • DoD program management experience
  • Experience with a teaming agreement with an international partner
  • Raytheon Program Level 4 certification or equivalent
  • Earned Value Management Systems certification
  • Working knowledge of EX/IM and Security requirements
  • Multi-functional stretch assignment(s) with broad perspectives of cross-functional responsibilities
  • Demonstrated program execution experience managing program staffing, assignments and resources
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering
  • Demonstrated strong leadership and communication skills

Required Education:
  • Bachelor’s degree in non-technical related field, but preference of concentration in Engineering, Science, or Mathematics; Master’s degree preferred
