The Navigation, Weather and Services (NWS) mission area’s Standard Terminal Automation Replacement System (STARS) Program Management Office team is seeking a Material Program Manager (MPM) to serve as the liaison between Supply Chain and the STARS Deployment IPT. The MPM creates, manages and executes material program strategy (MPS) and the material program plan (MPP) to ensure program competitiveness and performance from the front end of the business through contract closure.

This individual will be a point of contact for the STARS program’s Deployment IPT for both FAA and DoD customers. This individual will be responsible for the labor and material cost and schedule, along with meeting program commitments for customer and Raytheon cost and schedule. This individual will be responsible for tracking program risks and opportunities and working well within a collaborative environment with changing priorities. This individual must be a self-starter and a good communicator and able to develop and present material strategies and execution status to program and customer leadership.Working at the front end of the business, the MPM identifies and secures Supply Chain resources to support the capture plan and manages the Supply Chain content of the proposal pipeline.

Responsibilities include:

  • Financial management (i.e., EV, budgets, targets, working capital, material forecasts, etc.)
  • Communication of customer flow-through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
  • Develop material strategies for Deployment IPT with Supply Chain
  • Prepare and execute Material Program Plans (MPPs)
  • Identify and mitigate program risks and opportunities as they pertain to material requirements
  • Manage all program material proposal activities
  • Achieve program material budget objectives
  • Manage program purchase requirements to the SAP (MRP) lead time schedule

Required Skills:

  • Minimum of 8 years of relevant experience, preferably for a federal contractor similar to Raytheon
  • Strong knowledge of supply chain and related systems along with material procurement
  • Demonstrated ability to be a self-starter with experience working in a fast paced, matrixed work environment
  • Demonstrated capabilities in development and execution of program and system material procurement strategies
  • Experience interfacing directly with customers and leadership
  • Effective communication skills and comfort working on a large team

Desired Skills:
  • STARS program or FAA customer experience preferred
  • Experience working on IPT
  • Knowledge of material receiving, material estimating and finance
  • Current EVMS Certification
  • PMX certification, preferred
  • Engineering and/or finance experience, preferred

Required Education:
Bachelor's Degree in Supply Chain, Business Administration, or Economics or equivalent experience.
