Job Description:
The UAE Patriot Programs is seeking a Program Manager functioning as a Program Integration Coordination & Control (PICC) to lead a multi-functional team to ensure successful execution (cost, schedule, risk and opportunities) of the UAE Patriot GEM-T 100 Lot Missile Contract. This position will be accountable for meeting all program milestones and establishing a program strategy, vision, and provide tactical direction for program execution via multi-functional teams and sub-contractors with cross-business teams and suppliers. Acts as primary contact and is responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance using the approved business model and management tools including EVMS, IPDS, PRISM, etc. Establishes an executable baseline and manages the program risk and opportunity. Sets milestones and monitors adherence to program master plans and schedules. Uses approved control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken and ensures the meeting of contract commitments. Supervises and integrates the performance of the program Integrated Product Teams and functional organizations. Establish and maintains strong relationships with internal and external customers. Responsible for regular reporting to senior leadership on program performance, AOP forecasting, monthly MORs and quarterly EACs.
A key aspect of this role involves fulfilling the tasks and duties of the Program Integration and Coordination & Control (PICC) lead for UAE Patriot GEM-T Program. The PICC will be responsible for coordination of Program Control activities across the IPTs and CPTs to maximize consistency and implementation of best practices. The PICC will ensure compliance with all external customer reporting requirements from a program management standpoint while also meeting the reporting needs of the Program Director. The lead will similarly ensure that the IPTs and CPTs have the key indicators they need to manage their efforts. The PICC will ensure that metrics tracked/reported are sufficient to drive flawless execution of the assigned contract, with early indication of potential problem areas.
Additionally, the PICC will be responsible for proposal preparation and coordination between the CONUS and OCONUS teams.
Specific tasks include:

  • Development, implementation, and maintenance of Program Management Plans, consistent with program requirements and IDS policies.
  • Identify and implement key program metrics and lead development of situational awareness charts that can be used as management tools by directors and program leadership teams to drive program success
  • Oversee performance assessment including measurement collection, analysis, and storage and work with Programs, IPTs, CPTs on corrective actions
  • Coordinate program reviews including generation of tracking books, presentation logistics, and action item follow-up
  • Action Item Tracking and reporting for formally recorded program Action Items
  • Ensure timely and effective IPDS Gate process compliance
  • Ensure rigorous implementation of risk and opportunity management
  • Coordinate with IDS subject matter experts to maximize use of best practices
  • Implement and monitor an effective action item tracking system to ensure complete and timely closure of action items

Required Skills:
  • 10+ years business experience with 3 years of experience to some degree of Program Management and Controls on a major program or equivalent
  • Proven experience in developing and implementing Program Management plans
  • Experience developing and reviewing cost proposals and synthesizing Gate Packages for Management Review and approval
Desired Skills:
  • Demonstrated ability to effectively influence, communicate and collaborate with a Middle-East Customer
  • 5 years experience as a Program Manager, PICC, and/or CAM on a similarly sized program
  • Familiarity with FMS and DCS Contracts
  • Existing PMX certification
  • Familiarity with risk management tools
  • Experience with collaboration tools such as OneIDE and eRoom
  • Expertise in Program Management best practices and IPDS
  • Demonstrated ability to lead by influence and collaboration
  • Proven ability in creating problem solving on complex programs with cost and schedule challenges
  • Strong communication skills and experience presenting to customers and senior leadership
  • Knowledge of EVMS, Risk & Opportunity Management, IMP/IMS
  • Ability to lead “trailblazing” efforts and develop plans/procedures
  • R6S Expert Certification
Required Education (including Major):
  • Bachelor's degree from an accredited university or college or equivalent professional experience
