Job Summary
 
RM-P (Resource Management – Procurement) Advisor shall serve under the Operational Control (OPCON) of the Director, EF1.3 and/or the Director’s Functional Leadership/Successors.
 
Principal Accountabilities
  • RM-P Advisor will be located primarily at Coalition Headquarters (HQ-RS) and may be required to travel in support of performing position related tasks and duties across the Afghanistan Area of Operations.
  • Advise and mentor the National Procurement Authority (NPA) in its’ role of supporting ANDSF Security Ministries on the full range of cradle-to-grave procurement core competencies to include, but not limited to: requirements generation and consolidation; procurement processes and procedures; contract administration; contract management, contract inspection and auditing functions, aiding in the development of emergent and refinement of existing Procurement Policies, Procedures and methodologies.
  • Mentor and train the NPA resources on the development, execution and maintenance of Contract Management/Administration.
  • Within 30 days of assignment in-theater, be familiar with all Afghanistan Procurement Laws, Decrees, and Policies.
  • Coordinate with NPA Advisees and Staff resources to prepare weekly executive level briefings and preparations supporting the weekly National Procurement Council meetings suitable for Senior Afghan and US Government leaders.
  • Advise and mentor the NPA resources on how to manage and improve the procurement system and data-flow from the ANDSF requirement owners to the NPA Approval Authorities, and ensure transparency and accountability of funds from contract- award to contract close-out.
  • Advise and mentor to build capacity by serving as an expert and consultant to the NPA in the development and refinement of Procurement Policies and Methodologies for recurring, transactional based (simple commodities and services) procurement initiatives requisite to ANDSF Operational Readiness.
  • Advise and mentor on recommended changes to and enhancements of Afghan Procurement Law, Policy, and Procedures.
  • Coordinate with peers and other Advisory Personnel to enable consistent policies, practices and procedures to emerge across the ANDSF based on NPA requirements and guidance.
  • Advise and mentor NPA resources/personnel in the development of contract specifications, work statements, and terms and conditions used for procurement of common commodities and services across the ANDSF portfolio, enabling cost effective, volume based procurement of like and similar requirements.
  • Identify opportunities for continuous improvement of Procurement Actions, Policies and Procedures on an ongoing basis and advise NPA resources on suggested improvements.
  • Become familiar with conditionality of Afghan Security Forces Funding (ASFF) and assure procurement actions comply with conditionality and intent of ASFF.
  • As directed, provide relevant and advisory support and work products on an as-needed basis
  • As and if directed, on a recurring scheduled basis, submit a weekly update report to the requiring activity in order to illustrate: progress achieved toward the requiring activity’s plan of actions and milestones; and a plan of action for the coming week that supports the requiring activity’s plan of action and milestones.
  • Perform other duties as assigned.

Knowledge & Skills

  • Excellent written and oral communication skills and familiarity with & expertise in MS Office Suite.
  • Demonstrated ability to operate independently and responsibly with broad based guidance whilst also performing as an integrated member of a team.

Experience & Education

  • Minimum requirement of 5-7 years Procurement Experience (Uniformed Service, Government and/or Contractor Employee) in an OCONUS/Contingency Environment supporting Government works with demonstrated history of supporting recurring small to mid-size commodity and service support initiatives
  • Relevant educational background, minimally possessing an accredited Bachelor Level Degree in Business Administration, acquisition/procurement/finance, contracting, or a related field.
  • Previous exposure to and experience in working closely with policy and/or regulatory entities within the Procurement and Contracting space.
  • Must have a final (not interim) SECRET Level Security DoD Clearance before deployment and must maintain that clearance.

Physical Requirements/Working Environment

  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel

  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
