We have an excellent opportunity for someone to join the Qatar Early Warning Radar (QEWR) Program within Raytheon Integrated Defense Systems’ Mission Systems and Sensors Business Area located in Woburn, MA as Earned Value Management System (EVMS) Lead. As a critical member of the QEWR Finance team, the EVMS Lead will be responsible for all aspects of EVMS execution on this $1 billion multi-year United Stated Air Force foreign military sale program for the Qatari Emiri Air Defense Force.

The candidate will have significant exposure to senior Raytheon leadership working closely with the Program Manager, Business Manager, Scheduler, Control Account Managers, and Integrated Product Team Leads to ensure flawless execution of all EVMS processes and analysis. The candidate will also have the opportunity to interface directly with the United States Air Force customer on a frequent basis. Specific responsibilities for the EVMS Lead include ensuring complete, timely, and accurate program cost and schedule integration of the EVMS financial database (SAP) and the Integrated Master Schedule (IMS), monthly EVMS reporting and analysis, management of the program budget baseline including Budget Change Requests (BCRs) review and implementation, Variance Analysis Report (VAR) compliance and review, program budget log maintenance, primary and secondary work authorization ownership and management, monthly Latest Revised Estimate (LRE) execution, quarterly program Estimate at Complete (EAC) exercises, subcontract and Intern-Organizational Transfer (IOT) coordination, budget implementation, and analysis, program funding analysis, and all other ad hoc tasks related to EVMS management of this critical program. The candidate will also supervise a team of EVMS analysts and will provide day to day direction and oversight of their activities.

The candidate will also be responsible for ensuring the program team has full access to the most up-to-date EVMS tools and training, and that all internal and external policies and procedures related to EVMS execution are being communicated, implemented, and followed by all program team members.



Required Skills:

  • 6+ years of combined finance and EVMS experience
  • EVMS certified/trained
  • Experienced user of SAP software
  • Experience working with DoD contract financing, FAR and DFAR regulations
Desired Skills:
  • In depth knowledge of Raytheon EVMS process description 10255 and EVMS Standard Procedures 10-60
  • Strong EVMS analytical skills including metric analysis with CPI, SPI, TCPI, iEAC and other key indices
  • Proven ability to drive cost and schedule integration for DoD programs
  • Proven ability to drive EVMS cadence with a team of experienced and senior level Control Account Managers and Integrated Product Team leaders to ensure a quality EVMs product for internal and external customers.
  • Experience using and managing Raytheon's PMX tool suite
  • Has produced and implemented Budget Change Requests using PMX and APEX
  • Experience analyzing and interpreting a program Integrated Master Schedule generated from Microsoft Project.
  • Strong understanding of Schedule and Cost Variance and how impacts can effect quarterly financial results as well as program funding impacts.
  • Strong presentation skills with the ability to communicate complex financial information
  • Excellent problem solving and analytical skills
  • Ability to identify issues and implement corrective action plans that produce positive results
  • High attention to detail and accuracy

  • Existing secret clearance or ability to obtain secret clearance
Required Education (including Major):
  • Bachelor's degree in finance, economics, accounting or other related subject
