Job Description IPMA:
The Integrated Program Management Analyst (IPMA) is a direct report to the Program Management Excellence (PMX) Core Program Support Directorate and matrixed to the LWS Javelin Sustainment Program Manager.
This position will support the Javelin Engineering Services Program as a part of the newly stood-up Controller Team.
Javelin is the world's most versatile and lethal one-man-portable, anti-tank, guided munition and surveillance weapon system. It is made by the Javelin Joint Venture, a partnership between Raytheon Company and Lockheed Martin. A premier light infantry surveillance and anti-armor weapon system, Javelin provides the U.S. Army, U.S. Marine Corps and numerous international customers a fire-and-forget, medium-range missile.


The IPMA will be responsible for partnering with program leadership to ensure program objectives are met on or under cost and on or ahead of schedule. This will include complex coordination between multiple entities on the program to achieve program objectives. Responsibilities include but are not limited to Earned Value Management (EVM) including Variance Analysis, quarterly Estimate At Completion (EAC) efforts, budgeting, baselining, proposal support, scope control and communicating expectations in support of the program’s Control Area Managers (CAMs) and Integrated Program Team (IPT) Leads. This position requires a dedicated, experienced individual who can be successful in a fast paced and demanding environment.

The candidate will work with varying levels of management across all functions within the Program and the Product Line. The individual will work on process improvements and the building of efficiencies into all aspects of the organization. The IPMA will run regular program status and scheduling meetings, maintain action item lists, perform meticulous follow-up to ensure actions are completed, and proactively coordinate across the program to help multiple program members develop an efficient program battle rhythm. The IPMA will also need to build key relationships with all internal stakeholders such as the Program Manager, CAMs, IPT Leads, planners, finance, EVMS Tier III and Program Integrators. There will also be opportunities to pull together, manage, support and/or submit monthly program CDRLs.

This position is located in Huntsville, Alabama.



Key Job Functions:

  • Analyze and document the root causes, impacts and potential corrective actions of cost and/or schedule variances
  • Document impacts and recommend corrective actions to CAMs/IPT Leads to mitigate risk, regain cost or schedule slips, or capture opportunities.
  • Support Baseline Change Requests in order to maintain baseline validity when necessary; or when scope changes demand it.
  • Inform and recommend options to CAMs/IPT Leads on matters pertaining to EVM policies and/or compliance
  • Ensure CAMs/IPT Leads to accurately forecast labor and material requirements to ensure more accurate and reliable Estimates At Completions (EACs)

Required Skills:
  • 6+ years of applicable experience
  • Demonstrated expert knowledge of Earned Value Management (EVM) as well as a working knowledge of program planning and financial analysis
  • Ability to work in a matrix environment and bring along programs that may have a high degree of immaturity and/or complexity
  • Demonstrated Proficiency in the analytical and interpretive techniques to assess EVM compliance, materiality, and intent of process implementation
  • Current Raytheon EVM Certification or Industry equivalent
  • Experience in applying EVMS policies, procedures, and intent across the enterprise in multiple contractual scenarios
  • Demonstrated understanding of the 32 EIA-748 EVMS Guidelines, Raytheon EVMS Process Description Manual 10255, and the Corporate EV Procedures (EVMP-10 through 60) or Industry equivalent
  • Ability to obtain DoD Secret security clearance

    • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

  • Knowledgeable of full suite of EVMS tools and their application (MPM, APEX-EV, PMX Tool Suite, PRISM EV, etc.)
  • Knowledgeable of the complete set of requirements for EVM external reporting
  • Experience in program cost accounting and affordability initiatives
  • Training development, facilitation, and delivery
  • Ability to effectively interact and influence across enterprise-wide network/resources for information
  • Knowledge of the EVMS Data Call contents and structure


Education:

  • Bachelor’s degree (Accounting, Finance, Economics, Business, Management) or related field combined with relevant years of experience
