Responsibilities for this Position
General Dynamics Mission Systems has an immediate opening for a Program Performance Management Specialist / Scheduler. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.
REPRESENTATIVE DUTIES AND TASKS:
This position is responsible for providing contract/program management support and analysis related to established or new development programs for major component or small system, or production or logistics programs
Single or multiple contracts typically valued up to $20M per year
The support specialist will support the development of the program baselines within the contract parameters in conjunction with the program team
The support specialist will analyze program performance (historical and predictive), and monitor the contract/program Estimate at Complete and schedule completion date, and make recommendations to program manager and program leads
Develops the time-phased budget in conjunction with program team to meet all contract and program objectives
Collects and updates full program performance data, prepares and analyzes historical and predictive measures, and reviews results and recommendations with program manager and program leads
Gathers and organizes data for reviews with appropriate engineer(s), IPT leads, and CAMs in support of programs
Maintains records, compiles reports, graphs, charts and related data in support of programs
Make recommendations, coordinates and identifies resources required to meet defined program requirements
Contributes to discussions related to the root cause analyses and corrective actions
Contributes to tactical panning for completion of program tasking
Prepares and coordinates the plans and schedules of new and existing programs
Leads proposal development activities for directed program changes to baseline
Resolves proposal preparation, fact finding, and negotiation agreements, modifications, and issues for directed program changes to baseline
Determines, monitors, and reviews costs, operational budgets and schedules, and staffing requirements
Evaluates and recommends options for tasks within assigned project activities
Formulates and recommends corrective action measures such as schedule revisions, staffing adjustments, funds allocations, and work environments
Tracks Who Charged reports, PA Task ID updates, WLF/HFT updates, IMS and CAM Books updates, and PPM Dashboard updates
Prepares timely, accurate program review documents
Presents documents to appropriate audience
Prepares timely, accurate customer required documents and reviews with program manager and department manager
Coordinates contract/program Estimate At Complete (EAC), risk and opportunity, and Management Reserve data with Finance organization as input into business financial commitments
Updates program time-phased budget and/or schedule and associated documents to ensure latest contract modifications and related requirements are incorporated
Applies key areas of the Program Management Body of Knowledge (PMBOK) to develop executable processes for supported programs and lead program teams in their implementation
Defines requirements to solve common business problems
Interfaces with multiple IPT leads and PMs primarily at a single location
Fosters an environment of trust and teamwork: builds collaborative relationships, internally and externally
Communicates professionally and effectively with employees and customers
Supports other programs with expertise during critical time frames
Works on multiple projects simultaneously in a fast-paced environment
Partners with functional groups
Utilizes defined resources to meet project requirements.

Effectively and efficiently works within time constraints and adjusts to changing circumstances

Proficiency with Microsoft Office, to include Excel, PowerPoint, Word, and Project
Experience with Earned Value Management and scheduling tool techniques and methodologies is a plus
Experience in coordination of program requirements across planning stages with multiple subcontractors
Domain knowledge in program and/or product life cycle and financial processes
Domain knowledge in engineering disciplines is a plus
Contact with internal Program Management, Finance, Contracts, Engineering, Supply Chain Management, and Manufacturing
Contact with external customers and vendors
Due to the nature of work performed, U.S. citizenship is required
The support specialist is an individual contributor working with minimal oversight
