Title: Program Manager – Insider Threat & Data Analytics

  • Background in Cyber Fraud , Insider Threat or Data Analytics
    • Leads and manages a staff performing identification, monitoring and research of cyber insider threat and financial fraud/identity theft.
    • Manages program governance, benefits, stakeholders and risk
    • Responsible for financial performance
    • Provides oversight for all projects on the program to ensure successful delivery of the benefits within the time, scope, quality and resources allocated
    • Leads the development of data analytic systems, modeling, simulation and reporting


    • Acts as a subject-matter expert to multiple tasks and/or programs
    • Reviews completion of analytic research and makes recommendations to management and/or clients for identifying and interdicting current and future attempts of insider nefarious activities and/or fraudulent transactions.
    • Manages the 24x7x365 fraud monitoring operations through the shift leads.


    • Provide recommendation to the Cyber Security Data Warehouse (CSDW) team to plan upgrades of the CSDW to include additional data points and tool capability needed for program.


    • Serves as a technical team or task lead as needed.


    • Provides guidance and leadership to the team.


    • Serves as liaison with clients, participating in meetings to ensure client needs are met.


    • May provide expertise to multiple projects and tasks.


    • Maintains current knowledge of relevant technology as assigned.


    • Participates in special projects as required.



  • Required
    • 10-15 years of experience in IT related projects.
    • 5 years as a program manager role leading a team of at least 45 staff and multiple sub contractors
  • Desired
    • 5 years of Insider Threat or Data Analytics
    • 10-15 years of related data analytics preferably with financial fraud or cyber insider threat.
    • 8-10 years of data analysis experience preferably with financial fraud or cyber insider threat.
    • Extensive experience with multiple data analytic tools such as Elastic Search, R Studio, Python, Spark, SAS Suite, Neo4j and others in a Hadoop environment.
