The Whole Life Engineering Directorate (WLED) is made up of several disciplines whose main objective is to influence hardware and systems early in their life cycle to assure effective operation, reliability, maintainability and economical ownership by the customer and end user.
The Contractor Logistics Support (CLS) Program is in need of a Spares IPT Lead to manage and oversee the Spares tasking for the Logistics Cross Product Team (CPT). The Lead will manage an IPT team of Operations, Supply Chain and Engineering personnel.
The Lead will provide logistics and financial status and attend Logistics Operations CPT meetings. In addition to spares procurement and management, this role will entail an interface with the Sustaining Engineering Team to develop and implement Change Notices (CNs) on stored spare line items when required. This individual will also be the primary interface with warehousing and material collection points (MCPs) where CCLS spares are stored, sold off, and shipped. Some travel will be required. Additional responsibilities include:
Support the Logistics CPT lead on Spares Management tasks.
Track and manage the completion of CCLS Spares Task Orders and oversee status of spares across the AN/TPY2 fleet.
Coordinate with AN/TPY2 Production on sparing recommendations for Production contracts.
Coordinate with Cost Account Managers on Spares Task Orders to meet cost and schedule requirements.
Provide recommendations for future spares procurements.
Support proposal process for spares procurements.
Leader responsible for maintenance of AN/TPY 2 fleet of spares.
Manage onsite and offsite spares availability/fill rates to ensure the highest Ao/OR at all operational sites (the right spare in the right place at the right time and ensuring it works).
Spares fleet management includes but is not limited to acquisition, configuration management, fill rates & re balancing, prioritization, upgrades/waterfalls, packaging, warehousing & disposition (total life cycle management).
An Active Secret Clearance is ideal and with solid skills the ability to obtain a clearance could work.
A minimum of ten (10+) years logistics support experience for a complex hardware system to include procurement and restock strategies, obsolescence, and repair & return.
Experience negotiating with and presenting to government customers such as the Missile Defense Agency DoD and DCMA.
Previous experience in a logistics function.
Experience in operating from or supporting logistics for remote sites/OCONUS locations.
Experience with international import/export regulatory compliance and controls.
Experience interfacing with and supporting Government Program Offices such MDA.
General knowledge of automated procurement and logistics tool suites such as PRISM, ALCS, PDM and EAGLE.
Experience developing, analyzing, and reporting metrics related to spares and repairs.
Earned Value (EV) certification.
Raytheon R6Sigma Certification; otherwise must become R6Sigma certified within one (1) year.
Experience writing Bases of Estimate (BOEs).
Integrated Product Development System (IPDS) and Gate Review experience or training.
Program Management Level 6 Certified
Required Education (including Major): BS/BA in a major related to this job desciption or 8+ years of related professional experience and education (each two years related experience can be in lieu for one year of education)
