Raytheon Intelligence, Information and Services (IIS) is seeking a Technical Subcontract Manager (TSM) to support a country-focused campaign of new and existing programs as well as customer shaping and pursuits for international cyber protection systems.

The TSM is responsible for overall management of the cost, schedule, and execution performance of subcontractors within the Program.
The TSM is responsible for providing technical oversight and direction and has access to the Engineering Organization for systems, software and hardware technical evaluation and support. The TSM reports to the Program Manager.

TSM responsibilities include, but are not limited to, the following:

  • Assemble the Technical Bid Package
  • Develop and Validate Supplier Statement of Work
  • Monitor Subcontractor Progress
  • Perform Product Acceptance and Transition
  • Perform Source Selection
  • Plan the Approach for Managing Suppliers
  • Review Subcontractor Documentation
  • Support Subcontractor Test Readiness Review

Required Skills:

  • Minimum of ten (10) year’s experience in multi-discipline programs performing in a TSM role.
  • Senior level communication/presentation skills.
  • Experience with product development and integration program lifecycle.
  • Experience managing product acceptance.
  • Significant experience in Risk and Opportunity management.
  • Familiarity with multiple industry standard Cyber Security tools and providing recommendations on implementation approach and techniques.
  • Working knowledge of multiple engineering disciplines, Integrated Product Development System (IPDS) and Earned Value Management System (EVMS).


Must currently hold and maintain a Secret Clearance.

Desirable Skills:

  • Experience working in the Middle East - prior experience internationally will also be key.
  • Certified Technical Subcontract Manager (TSM)
  • Skills and experience as a Program Manager (minimally certified at Level 6), Program Engineer, or as an Integrated Product Team (IPT) Lead on a major program.
  • Previous experience with software and hardware integration
  • Team building and motivational skills
  • Qualified Six Sigma Specialist
  • Strong customer relations skills
  • Raytheon experience

Required Education (including Major):

Possess a bachelor’s degree in a technical or engineering field

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
