The Systems Engineering Integration & Test (SEIT) Center is seeking a recognized technical leader committed to creating innovative and cost-effective system security solutions for our systems.

The S3 Secure Systems Department Manager will lead a multi-disciplinary engineering team in the technical development, integration and certification of the system security solutions for programs in the S3 Mission Area. This leadership position requires proficiency and experience in secure systems, such as cyber security, anti-tamper, software assurance, supply chain assurance and/or operations security. This is a high-growth technical area and the candidate must be a self-starter that enjoys collaboration and pursuing innovative, practical solutions.

The Department Manager will be responsible for S3 (Secure Sensor Solution) Secure Systems product development, program execution, employee talent development, work force planning, engineering efficiency improvement, and new business pursuits including proposals. The Department Manager will be responsible for all decisions regarding department personnel, including staffing coordination and employee skill development to ensure the department has an acceptable skill mix of secure systems engineering discipline to support programs in S3 and internal research and development projects, engineering initiatives, proposal/RFP/BOE/bidding, department employee talent development, work with HR partners to ensuring diversity within the organization, implement/sustain R6S within the department, and gather relevant data to support monthly Engineering Ops Review to ensure the overall successful execution of all aspect of department activities.

The successful candidate must work with program management teams and program area chief engineers providing technical execution ownership for the programs as well as skill mix deployment for the programs. The successful candidate must collaborate with the Secure Systems Cross Mission SEIT Lead and other Secure System Department Managers to adopt common processes, tools and techniques for implementing secure systems consistently and effectively across the mission area programs. The S3 Secure Systems Department Manager will report into the Secure Systems Cross Mission SEIT Lead.


Required Skills:

  • Minimum of 12 years related system engineering experience in one or more Program Protection Disciplines (Anti-Tamper, Cyber Security, Supply Chain Risk Management, Software Assurance and/or OPSEC)
  • Active Secret security clearance
  • Ability to obtain the required special program level clearances
  • Experience in embedded system design and development
  • Experience in Systems Engineering development and deployment life cycle
  • Experience leading teams and IPTs, strong demonstrated organization, coordination, planning and teaming skills
  • Experience interfacing and working across multi-organizational structures including internal and external organizations
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.


Desired Skills:
  • Experienced in the certification process through the National Security System as defined by CNSSI. This includes: Security certification and accreditation activities and procedures in accordance with DCID, JSIG, JDCSISS, DIACAP, NIST/RMF or related security guidance
  • Firm understanding of Raytheon processes including IPDS, EVMS; Earned Value Management expertise; Qualified Six Sigma Specialist
  • Very strong organization, coordination, planning and teaming skills
  • Experience in RF Systems, such as Radars, GPS or Communication Systems
  • Experience with COTS secure products
  • DoD Top Secret clearance

Required Education: Bachelor’s Degree in a STEM field (Science, Technology, Engineering, Mathematics)
