The G11 Manager is responsible for the fast growing Civil Space portfolio within Space Systems which manages contracts appx. >$1B portfolio of contracts and for mentoring and supervision of two (2) Contracts employee supporting that program area. The Civil Space portfolio has a variety of programs including development, production, sustainment and contract research and development (CRADs and grants). The position requires working with Civil (NASA), Department of Defense (DoD) contracting agencies, and traditional DoD Primes.

As the Civil Space lead, this position will serve as Leader and the primary point of contact for the Civil Space Director and Senior Contracts Manager to support program execution and business capture. This position will require the successful candidate to provide leadership, management oversight and guidance regarding terms and conditions interpretation and risk assessment to program management and Space Systems leadership on multiple programs within their portfolio. Extensive experience with proposal preparation for sole source and competitive pursuits, negotiation, management of complex contracting arrangements, identification and mitigation of risk, and problem resolution is required. This position will act as the agent of the company and will lead the program team in business meetings, reviewing RFIs and RFPs, advising capture teams as needed, strategy formulation, preparing and submitting proposals, negotiations, forecast planning, contractual agreements, contractual financial set-up, formal correspondence, customer and internal audits, customer relations, and day to day management/administration. The position is primary interface to the customers' Contract Managers, DCAA and DCMA. Therefore, excellent communication skills, business acumen, customer management and team building skills are essential.

Proficiency and experience with Raytheon intellectual property marking policies and Export/Import policies, all IT tools (i.e., MS Office applications) and systems (i.e., internet, SAP, etc.) is expected.

Required Skills:

  • 10 years of related work experience in contracts.
  • Extensive experience with contracts “common body-of-knowledge” (i.e., FAR, DFARS, ITAR, EAR, TINA, EVMS, ISO, SAP, etc.)
  • Excellent interpersonal & communications (written and oral) skills
  • Must be able to work with minimal supervision at times and within a fast-paced multitask environment
  • Must be comfortable and effective working in a team environment
  • Experience with providing leadership and mentoring to staff
  • Ability to understand and ensure full compliance at all times with applicable Company policy and guidelines
  • Proficiency and experience working sole source and competitive acquisitions
  • Must possess advanced negotiation skills to include preparation of business case presentations, shaping requirements, persuasive communication skills, and ability to condense complex situations into easily understandable formats to all levels.
  • Experience leading, preparing and presenting a variety of review packages to senior leadership internally and to customer.
  • This position will require ability to work under high pressure conditions to resolve challenging and complex situations.

Desired Skills:
  • Aerospace and Defense industry experience and/or experience in companies that bring technology products to market in a highly regulated industry
  • Ability to apply legal aspects of government and commercial acquisition to the contract management function
  • Familiarity with Raytheon’s businesses, policies, and practices
  • Defense Industry specific contracts or industry related experience preferred
  • Ability to obtain a Department of Defense (DoD) clearance
  • Working knowledge of NASA and DoD Contracting.

Required Education: Bachelor’s Degree (BA,BS) in Business Management or Administration, Finance, Political Science) with 10+ years industry related experience - in contracts, procurement, finance, or program management.

Desired Education: MBA or Certifications in Contracts Management
