The Deputy Program Manager (DPM) organizationally provides contractor support to the Department Head of the Clinical Investigation Department (CID), Directorate for Professional Education (DPE), Naval Medical Center Portsmouth (NMCP) and shall serve as a technical resource and provide support and guidance to the research support staff in the Combat Trauma Group (CTRG) at NMCP. The DPM is responsible for providing continuity and sustainability in combat casualty care research conducted by NMCP residents and staff within the Combat Trauma Research Group (CTRG).

Guide the Combat Trauma Research Group.
Meet with researchers and the Protocol Developer to help formulate the conceptual framework and specific goals of studies.
Conduct training seminars within departments for staff and trainees for combat casualty care research.
Assist the Protocol Developer in protocol design and submission, as necessary
Provide technical direction, as needed, to the Research Coordinators and investigators with the conduct of research activities.
Liaise with the Veterinarian and the Institutional Animal Care and Use Committee (IACUC) regarding policy.
Assist in formulating and developing a strategic plan for the promotion and development of combat casualty care research.
Works with CTRG leadership, CID Head and DPE Director to develop, implement and monitor combat casualty care research plans, programs and projects to meet overall strategic objectives.
The position will seek to develop partnerships with intramural and extramural collaborators.
Will seek out new funding sources or additional funds from current sources to support the program.
Help identify scientific opportunities and competitive threats to command research.
Establish status meetings with CTRG Director at a minimum of once per month.
Facilitate links with professional and regulatory bodies and commercial organizations.
Participate in and coordinate the activities of NMCP in external consortia and expert groups in support of the Command’s aims.
Promote the Command and its research goals within the scientific and regulatory community.
Promote collaboration and knowledge sharing at every opportunity.
By scheduling regular meetings and providing feedback regarding research studies, ensures effective internal communication both within the CTRG, CID, and across the Command.
Work with the CTRG Director, Protocol Developer, and Research Coordinators to ensure timely submission of new combat casualty care research protocol applications.
Execute necessary processes as required to ensure timely project completion.
Provide protocol oversight in the animal lab, simulation center, and/or human subjects research for resident physician’s and junior staff (<3 years research experience) who request collaboration in the early phases of combat trauma research projects.
Attend regional, state, or national conferences to meet with researchers and make presentations as required.
Provide other administrative duties that are within the scope of work.
Possesses, at a minimum, five year’s experience in biomedical research and development OR five years as a research manager/supervisor.
Knowledge of a broad range of sources of pertinent information and skill in writing and publishing scientific and/or medical research in quality professional journals.
Skill in: interpreting data to arrive at valid conclusions, gathering, evaluating, and interpreting complex data, drawing appropriate conclusions from varied and complex data including identifying source information, and drawing appropriate conclusions from conflicting data including determining what kinds of information are needed and ways of collecting data.
Ability to utilize editorial processes to ensure that research findings are disseminated in such a way that specialized information is clear without sacrificing thoroughness and accuracy, and that it is consistent with agency policy.
Knowledge of clinical and behavioral qualitative and quantitative research and professional peer-reviewed journals and evidence-based healthcare resources and publications.
Working knowledge and skill in the use of computers, including ability to work with database management, presentation software, file format conversions, and file transfer protocol (FTP), to fully automate practices. Skill in the use of scanning, imaging, and graphics software. Knowledge of computer security. Ability to provide computer training to support staff. Familiarity with MS Office suite of products.
Ability to consolidate data from multiple sources and prepare written reports as required.
Knowledge and organizational skills in the preparation and coordination of staff training.
Knowledge of cultural diversity and skill in using this information in communication, collaboration, and training of staff.
Skill in creative problem solving.
Knowledge of principles of continuous quality improvement and customer service.
Skill in professional collaboration and ability to employ tact and diplomacy in communication with all levels of researchers.
Ability to coach and mentor novice researchers to instill confidence in their ability to publish their findings.
Knowledge regarding code of ethics, confidentiality of information, and ability to exercise appropriate professional judgment in disclosure of information.
Knowledge of and ability to network with other professionals in the research community in both the private sector and at other military commands.
Knowledge of pertinent regulations, policies, standards, and guidelines.
