Raytheon’s Intelligence, Information and Services (IIS) business is seeking a Senior Trade Counsel/Regulatory Compliance Director to serve as a member of the Office of General Counsel (OGC), reporting to the IIS Global Trade Director, to support OGC and IIS Global Trade (GT) compliance. The position will be located in Dulles, Virginia.

Responsibilities Include:

  • Conducting GT incident investigations to include drafting voluntary disclosures to the State Department, Commerce Department, or Treasury Department, as appropriate, or internal Raytheon closure memos; determining the root cause of violations; identifying and implementing meaningful remedial and corrective actions; and developing internal processes and controls to avoid future violations or “near misses”
  • Assisting IIS mission area counsel and other functional areas with GT compliance matters, including new international pursuits and contractual terms and conditions
  • Working closely with Raytheon’s Corporate GT team to address GT issues and implementing and monitoring policies, procedures, and best practices
  • Providing training on GT compliance issues and developments
  • Assisting with internal audits and self-assessments relating to the proper administration of GT control policies and procedures, and responding to external audit findings
  • Managing a small team of investigators
Basic Qualifications:
  • Minimum 8 years of relevant legal experience in GT compliance, licensing, or operations matters
  • JD degree from an accredited US law school
  • Active standing with at least one State Bar with eligibility for Virginia’s Corporate Counsel Limited Admission
  • Demonstrated knowledge of ITAR, EAR, and OFAC regulations and industry best practices
  • Experience managing corporate investigations
  • U.S. Citizenship is required as this position requires the ability to obtain a TS/SCI national security clearance
  • Ability to travel domestically and internationally, as needed, and occasionally on short notice
Desired Qualifications:
  • 8 years of relevant legal experience in GT compliance, licensing, or operations matters
  • Excellent interpersonal, communication and writing skills and the ability to learn quickly, work independently with minimal supervision, manage and prioritize multiple tasks and lead projects and investigations in a team environment
  • Demonstrated ability to engage business leaders to drive cross-functional implementation of new procedural solutions and work instructions in a timely and efficient manner
  • Proactive, well organized temperament with ability to effectively manage volume and prioritize accordingly
  • Sound judgment and meticulous attention to detail
  • Excellent leadership skills and ability to provide advice and consultation on GT compliance matters
Prior experience as in-house counsel, particularly in the cyber security, intelligence, and/or information technology areas
