HQ (Corporate) Global Trade (OGC-GT) seeks an experienced export compliance professional to lead enterprise-wide export jurisdiction/classification (“J/C”) program. Reporting to the Director of Licensing at Corporate Global Trade, the Jurisdiction and Classification Manager is responsible for developing, implementing, and enhancing (continuously improving) J/C policies, procedures, instructions for the enterprise and managing the operation of the J/C program by leading/guiding cross-functional/cross-business teams. This role could be a G09 or G10 level depending on the candidates experiences.
Responsibilities include, but are not limited to, the following:
Enhancing, implementing and developing, where necessary, J/C policies, procedures, instructions for the enterprise.
Enhancing, implementing, and developing, where necessary, educational tools, courses, and learning for the enterprise and conducting training as appropriate.
Management of J/C tools and related automation.
Lead (with chairs from GT and Engineering) a cross-functional/cross-business (e.g., Supply Chain, Engineering, Customs, Program Management and all Raytheon businesses) council to drive J/C consistency in determinations and process across the company.
Managing effective deployment plans that operationalize regulatory, corporate or other guidance via communication and implementation plans.
Embedding J/C program into Raytheon business process and ensuring proper controls are in place to 1. Identify where J/C work is required to prevent business interruption and 2. Drive compliant J/C determinations.
Monitor and drive JCA metrics maintained at each business unit and at corporate to ensure controls, procedures, instructions, process, etc. are working as intended.
Provide J/C expertise on complex matters, including assisting with adjudication of J/C related conflicts between Raytheon and 3rd parties, providing input into regulatory interpretations, writing and submitting CJ requests (or supporting those actions), processing change requests through Raytheon’s GT Change Control Board, etc.
Minimum 8 years’ experience in export compliance, engineering or similar in a multinational corporate environment.
Subject matter expertise in conducting and/or reviewing and approving export J/C determinations.
Extensive knowledge of U.S. export regulations.
Experience leading cross-functional/cross-business, integrated “dotted-line” teams. Self-starter who can develop effective networks with internal and external customers.
Demonstrated ability to lead and manage projects and program.
Experience working in or with engineering or other technical personnel.
Bachelor’s degree in Engineering or similar technical field preferred.
Ability to obtain DoD Secret Security Clearance.
Excellent written and verbal communication skills.
Able to present recommendations to solve business challenges.
Problem solver, able to work under time sensitive circumstances, collaboratively or independently, and take initiative to address situations before issues arise.
Self-motivated and results oriented with ability to prioritize and make independent decision.
Able to manage priorities of multiple complex tasks.

Some travel may be required.
Current DoD Secret Security Clearance.
Experience or familiarity with other global trade aspects such as Customs, ATF, and OFAC.
