Program Description:
Reconnaissance and Targeting Systems (RTS) has an opening for a Contracts Professional to lead/support various RTS programs on associated capture initiatives, both domestic and international, as well as execute and administer various contracts within a diverse portfolio. Additionally, this position will be required to support senior level contract/program meetings and discussions within customer buying agencies and on Land Warfare Systems (LWS) programs, as needed. Note: This position will reside at Raytheon’s McKinney, TX facility.

Job Description:
The successful candidate will be an integral part of RTS’ Contracts Team and be responsible for leading/supporting Request for Proposal (RFP) activities, development of capture and proposal strategies, and coordination of proposal development, contract negotiation, and general contract administration. The successful applicant will work closely with the RTS customers to develop business relationships and resolve contracting matters. The successful applicant must be able to professionally represent Raytheon on significant transactions. Given the dynamics of RTS’ programs, this assignment requires an ability to develop and maintain trusting relationships with external and internal customers. Some domestic and international travel may be required.

In addition, the successful candidate will be responsible to lead contracts professionals on development programs and proposal efforts. This position also requires close work and communication with other RTS program Contracts Managers to identify, mitigate, and facilitate the resolution of contractual issues as they may arise.

Required Skills:

  • Ten or more years of experience managing domestic and international developmental, production, and services contracts is preferred (Master’s degree may be considered in lieu of 2 yrs of experience)
  • BA/BS in Business, Finance, or related field
  • Experience in contract negotiations and supporting and reviewing proposal documents
  • Working knowledge of Corporate T&C Guidelines
  • Knowledge of FAR/DFARS regulations
  • Knowledge of International Traffic and Arms Regulations (ITAR)
  • Ability to develop strategic business solutions for customers with varying needs
  • Effective communicator both orally and in writing with strong analytical and interpersonal skills
  • Ability to foster good customer relationships and be a trusted partner on all contractual matters
  • Ability to work within a team and to foster teamwork and trust
  • Willingness to travel domestically and internationally and work with different cultures and customs

Desired Skills:

  • Juris Doctor or MBA
  • Established relationships with AMCOM Customer
  • Understanding of Industrial Participation/Offset
  • Team building and team dynamics.

Security Clearance:
This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
