Raytheon is looking for a NASA Support Coordinator to assist the Sponsor in planning, formulating, managing and implementing policy and security procedures for declassification reviews of classified material. Supported by one additional reviewer, this two-person team provides onsite direct support at NASA Headquarters to the Director, Office of Protective Services and Chief, Security Management Division in Washington, DC. The NASA Support Coordinator will work directly with Sponsor management in overseeing and facilitate our support to the customer.

Provide leadership, program management, and direction of team projects by effectively setting milestones, communicating assignments, distributing tasks among team members, and resolving program issues in a timely manner.
Plan, formulate, manage, and implement policy and security procedures for declassification reviews of classified material (i.e. National Security Information and DOE Restricted Data and Formerly Restricted Data), make release decisions, and draft responses on national security related Privacy Act, Freedom of Information Act, Mandatory Declassification review requests, and automatic and systematic declassification
Manage and process Mandatory Declassification Review Requests, which requires tracking the review process and corresponding with the requester.
Run reports from the Document Declassification Support System (DDSS), which is a clearing house to facilitate unclassified notification from one government agency to another agencies of the exact location of equities encountered during declassification review under Executive Order (EO) 13526 and EO 12958 as amended and aid in the conversion of
referrals metadata for uploading into DDSS.
Implement security requirements of Executive Order 13526, Kyl-Lott Amendments, and NASA Procedural Requirements.
Assist in reviews and revisions of NASA classification and declassification guides.
Assist in reviews and revisions to reviewer handbooks and review procedures.
Provide system administration for NASA Declassification Review databases.
Assist with the development and coordination of Declassification Review training.
Assist with development and presentation of NASA Equity briefings.
Program lead for the Inter-agency Referral Center and the Remote Archives Capture Program.
Prepare team progress reports.
Coordinate referrals to other agencies.
Qualifications and Skills
Two years of management and oversight experience of projects with explicit goals, deadlines and metrics.
Must be able to work independently and take initiative on tasks
Good problem solving skills
Intermediate database development and management skills
Familiarity with concepts and techniques for retrieval of E-Records
Knowledge of Classification/declassification concepts, laws, and requirements
Experience with OGA recognition
Skilled in planning complex declassification reviews
Ability to analyze problems, conduct research, summarize results, and make appropriate recommendations and develop innovative solutions regarding classified records review and declassification processes
Superior management and leadership skills.
Excellent oral and written communications skills.
Excellent interpersonal skills; ability to work well with government and non-government personnel.
Successful record of accomplishment in assignments of increasing responsibility.
Attention to detail and excellent organizational skills.
Familiar with databases and IT systems and office software applications.
Demonstrated analytical skills; ability to conceive of a project and develop solutions.
Experience with quality assurance principles.
Excellent computer skills and proficient in MS Office Suite (Word, PowerPoint, Excel).
Four (4) years of experience with Bachelor’s degree.
Two (2) years of experience can be waived with a Master's Degree.
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
