Job Description:

The Air Traffic Systems (ATS) Sub Mission Area, in the Navigation Weather and Services (NWS) Mission Area of Intelligence, Information and Services (IIS), is seeking a highly motivated Finance Manager to lead our Surveillance Radar Product Line Finance Team. This position will be responsible for managing financial performance of a $~100M/yr diverse portfolio, including multiple air traffic radar programs. This position requires proactive leadership and significant collaboration with the Surveillance Radar Leadership Team and Program Managers with focus on meeting product line and financial objectives. The Surveillance Radar Finance team is located in Marlborough and Burlington, MA. This position reports directly to the ATS Finance Manager and will be a key member of the ATS Finance Leadership Team.
Specific areas of responsibility for the Surveillance Finance Manager include but are not limited to:

  • Lead, develop, and coach a finance team of 10 professionals in Marlborough & Burlington, MA.
  • Perform as a strategic business partner to the program management staff and Surveillance Radar Director by providing financial leadership for program execution and new business growth
  • Responsible for the leadership of all finance areas within the Product Line, including financial planning & analysis (FP&A), program cost and schedule control, and support of new business capture
  • Collaborate with management and other functions to successfully deliver Product Line results (achieve Annual Operating Plan)
  • Provide financial guidance, based on experience and business acumen, on program execution activities
  • Support preparation of the monthly Surveillance Operational Review Package
  • Lead development of the Surveillance 5-year plan, Annual Operating Plan and monthly financial forecasts
  • Regularly assess program profitability through development and presentation of Program Estimates at Completion (EACs)
  • Ensure Earned Value Management (EVM) excellence and robust program controls. Ensure accurate and on-time external EVM reporting.
  • Support proposal development/strategy, pricing, and investment analysis
  • Develop and ensure investment requests are supported by sound business cases and with attractive risk-adjusted ROIs
  • Partner with Raytheon UK to manage financial performance of Surveillance Programs executed in the UK
  • Ensure adherence to financial policies and procedures


Required Skills:

  • Requires a related university degree or equivalent experience and a minimum of 10 years of prior relevant experience.
  • Multiple years of direct financial experience in supporting program management execution of U.S. Government contracts
  • Previous supervisory and employee development experience
  • Demonstrated ability to independently partner with management and other functional areas to ensure business success
  • Excellent analytical and problem solving skills with the ability to multitask effectively in a fast paced work environment. Create solutions to overcome barriers.
  • Strong understanding of EVM, Program Controls, and EAC Process
  • Understanding of percentage of completion accounting
  • Independent, proactive, positive, and self-motivated
  • Demonstrated ability to meet critical deadlines and creatively solve problems
  • Excellent verbal and written communication skills

Desired Skills
  • Intermediate computer and Microsoft Excel skills
  • Working knowledge of SAP (APEX EV) and PRISM
  • Experience in financial planning & analysis (FP&A)
  • Experience in proposal pricing and strategy

Requires a related university degree of equivalent experience and a minimum of 10 years of prior relevant experience.
