Job Summary
The Subcontract Administrator is responsible for acquisition planning, supplier performance management, and supplier agreement closeout in accordance with customer requirements, government regulations, and company policies and procedures. Performs subcontract administration functions on new and existing contracts for assigned categories or suppliers.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
  • Develops basic procurement strategies including a clear, concise, actionable Statement of Work (SOW)
  • Participates in the supplier selection process. Supports and coordinates cost proposals and pricing activities, including price negotiation, in conjunction with multiple departments
  • Manages supplier relationships including leading kick-off meetings, communications and performance measurement
  • Leads post-award supplier implementation plan and sets up infrastructure and process for smooth transition of new suppliers
  • Ensures processes are in place to properly receive products and/or services in support of the Procure-to-Pay (P2P) process (aka three way match of order, receipt, and invoice)
  • Manages modifications and change orders in support of customer demands and all other aspects of day-to-day subcontract administration
  • Prepares for and negotiates with the USG for changes, Request Equitable Adjustments (REA), and Task Orders. Prepares and submits Assistant Contract Officer (ACO) Consent Packages
  • Responsible for monitoring subcontractor performance, including management of the deliverables and payment of invoices. Establishes metrics and supplier scorecards to collect end-user feedback and identify areas requiring improvements or corrective action. Drives corrective action plans as required
  • Serves as point of contact and interacts with customers, subcontractors and management regarding contract requirements and issue resolution. Conducts site visits / on-site meetings as needed
  • Administers basic-level supplier closeouts and complete required checklists and templates. Coordinates involvement of required team members in closeout (Sourcing, Property Management, Compliance, Finance, etc.)
  • Performs other duties as requested
Knowledge & Skills
  • Leadership, networking, and interpersonal skills with the ability to develop productive working relationships with others
  • Familiar with project management applications in planning, launching, and executing projects
  • Strong negotiation, oral and written communications skills with an ability to communicate with a wide variety of levels and positions within the organization including Director and VP-level
  • Working and practical knowledge of supply chain, sourcing, and supplier management
  • Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal and state legislation and regulations
  • Basic knowledge of business law, contractual terms and conditions, and how to mitigate risk
  • Proficient in Microsoft applications (Outlook, PowerPoint, Word, Excel, SharePoint)
  • Additional knowledge/skills may be required by contract or assignment

Experience & Education

  • Two years’ experience in contract/subcontract administration
  • Bachelor’s Degree in Purchasing, Supply Chain Management, Logistics, Business Management or related field preferred

Physical Requirements/Working Environment

  • CONUS:  Generally works in normal office environment, but may be required to travel domestically and internationally on short notice, to austere environments, under harsh living conditions
  • OCONUS:  Office environment. Some positions will be assigned to overseas locations where living and working conditions at assignment location could be remote and uncomfortable, with long hours, exposure to weather, dust, and hazardous/harsh conditions


  • Ability to travel domestically and internationally up to 20% with occasional travel to austere locations
