The Raytheon AWIPS Program is searching for a System Development Life Cycle (SDLC) Manager to oversee the program's Operations & Maintenance and Product Improvement activities for the National Weather Service as they continue to use the system to assist in the protection of life, property and the enhancement of the national economy.

The successful candidate will possess the skillset to manage cross functional teams in providing innovative and cutting edge solutions to technical problems. You will provide strategic leadership and oversight to a diverse team of engineers to perform the following:

  • Operations and maintenance of the National Weather Service’s AWIPS code base, release management and support, testing and systems environment engineering.
  • Manage integration, test, and deployment of contractor-, Government-, and partner-developed software
  • Oversee the formal system for testing AWIPS software and hardware changes; manage configuration of AWIPS hardware and software; and the software release strategy.
  • Transformation of a waterfall development and release process into an agile Kanban/Scrumban approach to better serve the customer’s need for greater volume and velocity of enhancements and bug fixes.
  • Product improvement and hardware refresh tasks.
  • Implement and maintain the process for providing and tracking maintenance for all AWIPS Commercial-Off-the-Shelf (COTS) and Free and Open Source Software (FOSS), including software licenses and annual software support
  • Implement & maintain the process for vendor assistance, and any applicable vendor software updates, patches, or fixes.
  • Responsible for all aspects of the Mission Area performance, technical, cost and schedule.
  • Utilize proven Project Management approaches and tools (e.g. IMS, Risk & Opportunity) to provide the high level vision across multiple projects, identifying and maximizing efficiencies and opportunities across related tasks and ensuring that all contractual obligations are met.
  • Drive process improvement across the Mission Area, focusing on agile software techniques and automation.
  • Interface daily with customer program office representatives in charge of Product Improvement and Operations and Maintenance of the system.

Required Skillsets:

  • 10 years of experience, with at least 6 years of supervisory experience in an STEM environment.
  • Experience with managing cost and schedule throughout the lifecycle of a project.
  • Familiarity with Agile methodologies.
  • Experience with System, Network or Software Design engineering.
  • Risk and Opportunity Management knowledge
  • Proven experiences exercising independent judgment, as well as a high?level of analytical skill, in solving non?routine technical, administrative, and managerial problems
  • Ability to pass a national agency background check (NACI) and obtain a DOD CAC card.

Desired Skillsets

  • Certification in an Agile methodology (e.g. Scrum)
  • Experience with AWIPS system or software design
  • Experience with a Service Oriented Architecture (SOA) application
  • Working knowledge of Red Hat Enterprise Linux or other rpm based distribution.
  • Experience working with OEM vendors (e.g. Dell, HP, NetApp, Juniper, Cisco)
  • Working knowledge of various environmental science technologies and data including NEXRAD radar systems, GOES/POES weather satellites, numeric weather forecasting grid data output and WMO standards
  • Earned Value Management certification or the ability to obtain one within a year of hire.

Required Education

  • Bachelor’s Degree in a STEM Field and 10 years of experience
