Job Description:
Raytheon is looking for an experienced Supplier Diversity Advocate to join the Space and Airborne Systems (SAS) Supplier Diversity Office team. The Supplier Diversity Office plays a critical role in driving competitive advantage to win new business, which ultimately drives top line growth. By advocating on behalf of strategic small business partners for early inclusion in the sourcing process and technology roadmap alignment, the Supplier Diversity Office is able to achieve small business goals set forth by our Department of Defense (DoD) customer. In this role, there is significant collaboration with multiple functions including Engineering, Supply Chain, Contracts and Program Management; which provides a well-rounded career experience and exposure for the Supplier Diversity Advocate.

The Supplier Diversity Advocate supports the execution of the SAS small business strategy, reporting to the Supplier Diversity Business Lead. This position is responsible for driving small business utilization through key pursuit/proposal support, technology roadmap alignment between Engineering and strategic small businesses, supporting Small Business Innovative Research (SBIR) engagement activities and managing outreach efforts to locate and on-board new small business partners.

Working closely with Material Program Managers (MPMs) across all SAS mission areas, the Supplier Diversity Advocate will develop small business utilization plans for key proposals/pursuits by ensuring that the proposed small business goals are met and/or exceeded through the advocacy and inclusion of key small business partners. In conjunction with the MPM community, the advocate will help drive and report new business opportunities in support of achieving annual goals. Also partnering with Contracts to develop individual small business plans in support of non-DoD Contracts.

In collaboration with Engineering and Strategic Sourcing, the Supplier Diversity Advocate will support the development of Procurement commodity strategies and technology roadmaps by aligning the technologies and capabilities of key small business partners; which will help drive affordability and our ability to meet small business goals year over year.

The Supplier Diversity Advocate will partner with Engineering to help manage Small Business Innovative Research (SBIR) activities by tracking progress, measuring return on investment and reporting results monthly. SBIR is a DOD program that helps drive innovation through the transfer of technology into existing and future SAS programs.

To provide opportunities for new small businesses, the Supplier Diversity Advocate will manage Outreach activities which includes attendance at local trade shows, participation on match-making sessions and managing Raytheon branded tables/booths. Travel is required.

Required Skills:

  • Minimum of 8 years of related experience, preferably in multiple aspects of Supply Chain, Business Management and/or engineering
  • Requires knowledge of legal areas involving the Federal Acquisition Regulation (FAR), the supplements to the FAR, and government contract procurement processes.
  • Must be detailed oriented and have strong analytical skills
  • Demonstrated knowledge of supply chain processes and related systems
  • Demonstrated knowledge of proposal development, material program management, subcontract management, and logistics and asset management
  • Ability to manage a diverse collection of programs requiring supply chain management
  • Exemplary oral and written communication skills, ability to listen well and communicate effectively with others.
  • Exceptional business acumen
  • Strong proficiency in Microsoft Office (i.e. Word, Excel, PowerPoint and MS Project)
  • Ability to travel up to 25% of the time
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skills:
  • Experience leading supply chain proposal activities including sourcing and teaming strategies, negotiation and execution of teaming agreements, small business plans, supply chain strategies, pricing and costing of supply chain labor BOEs and outsourced materials and services, material program and subcontract management plans, and proposal text.
  • Technical acumen and knowledge of SAS technologies and programs
  • Working knowledge of Integrated Product Development System, Earned Value Management System and Integrated Master Planning/Integrated Master Scheduling
  • Strong negotiation skills and the ability to lead effectively and resolve conflict within a matrix environment.
  • Demonstrated ability to influence key decision-makers and to effectively interact with partners and customers
  • Demonstrated relationship management skills, ability to coach, motivate and empower others.
  • Qualified in the Six Sigma process
  • Ability to build and maintain effective relationships based on mutual respect with peers, customers and team members

Required Education: Bachelor’s Degree in Supply Chain Management, Business Management, Engineering or related field.

Desired Education: M.B.A or M.S. preferred
