Job Description:
The Program Management Excellence (PMX) Business Operations team is seeking to hire a Program Start Up (ProStart) Program Manager to be located in Tucson, Arizona at Raytheon Missile Systems.The ProStart Program Manager reports to the Raytheon PMX Strategic Initiatives Lead and is responsible for improving and maintaining the success of Engineering, Manufacturing and Development (EMD) program start-ups. This position will accomplish this by injecting a disciplined start-up process and program best practices for development program new starts to better ensure the program can meet all commitments.

Responsibilities include establishing and leading a cross-disciplined core team which will engage with newly awarded contract program teams. Additionally, the ProStart Program Manager will establish a process whereby dedicated support can be pulled in on short notice from all functions to support the core team during startup. The core ProStart team will partner with program leadership during the startup of new EMD programs to improve program performance at early execution stages. This role will assist the program team in successfully executing the start-Up Readiness Reviews and the Integrated Baseline Reviews. The ProStart team will assist the program team in development of all program plans necessary to successfully meet all start up requirements (Ex. Program Management Plan, Risk and Opportunity Management Plan, etc). The ProStart Plan will assist in developing a well-documented program organization including Roles, Responsibilities, and Accountabilities for all key personnel. All required start up activities associated with the program battle rhythm to include but not limited to EVMS, Communications, Space Planning, Security, will be key focus areas for the ProStart team.

The ProStart Program Manager will leverage program management best practices, lessons learned and just-in-time training to assist EMD programs. This role will also be required to provide assistance to the team in the form of coaching, training, mentoring, and establishing a program battle rhythm. The ProStart Program Manager is also responsible for assisting the assigned program leadership team in developing and maintaining relationships with cross functional leaders, supplier partners and is the focal point for other program initiatives.

This ProStart Program Manager acts with a reasonable degree of independence, restricted by basic policies and objectives, assists in planning, directing and controlling all relevant business operations, influences decisions on administrative, technical and operational issues and is responsible for the final results and effectiveness.


Requirements:

  • 12+ years’ experience in Program Management, and/or appropriate functional experience in directly supporting program objectives managing cost, schedule and technical performance
  • Existing Secret Clearance required with ability to obtain Top Secret
  • Knowledge of creating strategic plans and abilities to manage those initiative throughout the full execution, including wide ranging, and in-depth experiences and agilities in large scale transition to production assignments
  • Experience leading technologically diverse teams across broad areas of expertise
Desired Skills:
  • Experience working government programs (large/complex) with direct customer interfaces, both internal and external, including Industry Partners
  • International program execution experience
  • Experience with military customer community
  • DoD program management experience
  • Raytheon Program Level 4 certification or industry equivalent
  • Earned Value Management Systems certification
  • Working knowledge of EX/IM (Global Trade Compliance) and Security requirements
  • Multi-functional stretch assignment(s) with broad perspectives of cross-functional responsibilities
  • Demonstrated program execution experience managing program staffing, assignments and resources
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering
  • Demonstrated strong Leadership and Communication skills

Required Education:
  • Bachelor’s degree in non-technical related field, but preference of concentration in Engineering, Science, or Mathematics
