As the complexity of the IT security-focused threats grows, so too does the need to enhance the skills of this entity's workforce. This individual shall work with the government to identify the skills needed to maintain and enhancethis organization's security posture, identify gaps between those skills andthe existing workforce, and put in place processes, strategies andprograms for enhancing those skill-sets. This Workforce DevelopmentAnalyst will work in close coordination with key stakeholders, such astraining developers and human resource personnel to support theoverarching Workforce Development effort. Additionally, these efforts mustbe informed by best practices from the public and private sectors and alignwith guiding federal requirements and legislation. The contractor shall supportthe following:

  • Assist in the development and implementation of a Department-wide cybersecurity workforce development strategic implementation plan to include the targeted areas of recruitment and staff planning, career development and training, and talent and performance management.
  • Research, develop, and implement recruiting best practices for IT and Cybersecurity needs.
  • Support implementation of a multi-tier targeted recruitment plan for high-touch, medium-touch, and low touch outreach to Centers of Academic Excellence (CAEs)
  • Support recruiting branding efforts and assist in change management efforts
  • Help develop and update career paths for critical IT and cybersecurity roles including research, meeting facilitation, and final documentation.
  • Provide support for the update and/or development of workforce policies, memoranda, and guidance.
  • Assist in the coordination of Department-wide workforce planning-focused activities.
  • Assist in the collection and aggregation of data necessary to support internal and external workforce-focused data calls and activities.
  • Provide administrative and logistical support for meetings and monthly workforce development-focused working group as needed.

Qualifications and Education/Certification Requirements

  • B.A. or related field and four to six years of experience in information assurance services and/or a human resource discipline, such as workforce development, talent management, learning and development, or organizational development. B.A. or B.S. may be substituted with 4 years of experience in a related field.
  • Experience with cybersecurity training, education programs, and/or recruiting. Experience establishing and/or maintaining a department-level workforce development plan, experience with workforce development, to include, but not limited to: developing position descriptions, developing competency models, developing career paths for various cybersecurity professional roles, and with delivering, and tracking training at the enterprise level.
  • Work in concert with multiple key program stakeholders to ensure that high-quality workforce development deliverables are produced on-time, properly reflect the tone and culture of the organization, and are appropriate to the audience.
  • Strong experience with Office of Personnel Management (OPM) competency models in cybersecurity and proficiency levels as well as the National Initiative for Cybersecurity Education (NICE) framework. Familiarity with OPM's Multipurpose Occupational Systems Analysis Inventory - Close-Ended (MOSAIC) methodology helpful.
  • Strong verbal and written communication skills, and attention to detail are a must. It is highly desirable that candidates possess strong interpersonal skills.
