This is a temporary position of undetermined length.

Raytheon seeks a Professional Proposal Evaluator who will be assigned to strategic and top pursuits within Raytheon's Intelligence, Information and Services (IIS) business unit. The Professional Proposal Evaluator will be responsible for all aspects of conducting formal proposal evaluations, specifically leading Mock Evaluations (Color Teams). Working in close coordination with the Proposal Excellence Director and the Professional Evaluation Team Lead, the Professional Proposal Evaluator will:

  • Understand the customer's source selection / evaluation process; make recommendations to the capture team that maximize ratings
  • Lead Color Teams / Reviews
  • Create Senior Leadership Color Team summary reports, outlining findings and recommendations
  • Instruct Color Team reviewers on the IIS process, goals / desired outcomes, and techniques to achieve a successful review
  • Instruct how to evaluate a proposal using the customers evaluation methodology
  • Review and update color team reviewer guidance as necessary relative to changes in the various customers

  • Analyze RFP requirements and develop inbrief/kickoff packages, outbrief packages, and review templates to ensure compliance for Mock Evaluation team members
  • Collaborate with solution program personnel, teammates, and other members of the pursuit team to ensure appropriate staffing of color teams with qualified reviewers
  • Develop and enforce the use of Best Practices in relation to Mock Evaluations
  • Coordinate with Capture and Proposal Excellence leadership to ensure coverage of all IIS and Mission Area Top Pursuits
  • Collaborate with other Lead Professional Proposal Evaluators to achieve consistent color team evaluations
  • Help manage the Customer Source Selection Resource repository and archive
Required Skills:
  • Demonstrated experience on proposal /
capture teams as a proposal reviewer
  • 8-10 years of capture and proposal experience
with DoD and/or Intelligence Community;
experience preparing competitive proposals
for federal agencies
  • Strong leadership skills and experience building
relationships with program teams
  • Excellent written and verbal communication
skills
  • Effective analytical and problem solving skills
Self-motivated/ability to work with minimal
supervision
  • Ability to lead, plan, organize, and manage
complex projects and tasks that cross multiple
disciplines
  • Experience with the Microsoft Office suite (e.g. ;
Word, PowerPoint, Excel and Project)
  • Ability to obtain a security clearance
  • Willingness to travel within the U.S.

Desired Skills:

  • Federal Government source selection experience
  • Existing Top Secret/SCI clearance
  • Program Management Professional Certification

(Raytheon preferred, industry acceptable)
