Systems Engineering, Integration, and Test Program Control Lead The Systems Engineering Integration and Test Cross-Product Team (SEIT CPT) Program Control Lead (PCL) will be responsible for providing support across all programs/contracts with the SEIT organization and will be tightly integrated with the program Integrated Product Teams and Program Management Office.
The SEIT CPT PCL is responsible for the development and implementation of Earned Value (EV) processes, metrics and tools for the SEIT CPT. He/she will coordinate Program Control activities within the CPT to maximize consistency and implementation of best practices. He/she will ensure compliance with all internal Raytheon and external customer EV reporting requirements from a CPT management standpoint. The PCL will similarly ensure that the CPT has the key financial indicators needed to manage its efforts.
Additionally, the SEIT CPT PCL will be responsible for supporting proposal preparation to include proposal pricing for Not-To-Exceed proposals, Task Instructions, Non-Binding Budgetary Estimates, and firm proposals.
Specific tasks include
Earned Value Management, including:
Monthly EV metric collection and analysis
Monthly productivity analysis
Monthly tracking book development and review
Monthly Engineering Project Information Collection (EPIC) metric collection and analysis
Development, review and approval of Secondary Work Authorizations
Development, review and approval of Budget Change Requests
Development, review and approval of monthly variance analysis
Development, review and approval of monthly Latest Revised Estimate
Development, review and approval of Quarterly Estimates At Complete
Contractor Work Breakdown Structure maintenance
Integrated Baseline Review Support
Joint Surveillance Review Support
Integrated Product Development System Gate support
Basis Of Estimate / proposal support
Identify and implement key CPT EV metrics and lead development of situational awareness charts that can be used as management tools by IPT to drive IPT success
Oversee EV performance assessment including measurement collection, analysis, and storage and work with Programs, IPTs, CPTs on corrective actions
Coordinate with IDS subject matter experts to maximize use of best practices
CPT SADID and SVTAD EAC lead - EAC lead for the SADID and SVTAD Department; ensures rigorous and accurate ETC formulation and compliance with IDS EAC process. Leads team in EAC process and ensures IDS policy and program directive implementation
Support to Internal department SysEPG
IDS EVMS Certified
Previous Raytheon IDS CAM experience
Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Project)
Must have the ability to work independently
Good analytical and problem solving skills, clear verbal and writing abilities, task flexibility, sensitivity to customer’s needs.
Strong multi-tasking abilities
Must have a strong commitment to meeting deadlines

Past experience preparing and/or presenting at a baseline review, including Internal Integrated Baseline Review (IIBR), IBR, and Joint Surveillance Review (JSR)
Knowledge and experience with developing bids and performing EACs
Knowledge and experience with IPDS
Experience in Risk and Opportunity (R+O)
Knowledge and experience with finance tools (APEX, PRISM)
Experience using Raytheon oneIDE, FSM, and PMX tool
