Job Description:

The STARS / TAMR program is looking for a highly motivated individual interested in supporting all aspects of program control for a top IIS program within the ATS area valued at over $2.7B. As a Sr Finance Program Control Analyst you will be responsible for financial systems, processes and procedures for the STARS program. The assignment will include, Proposal Pricing, working in the EVMS tools, aiding with EACs, financial analysis, variance analysis, customer support and Program Surveillance support of the STARS program. This position requires a dedicated individual who is willing to become involved in and learn all financial aspects of STARS. Follow established standards regarding Raytheon financial policies and compliance with Sarbanes Oxley requirements. Support proposal generation and work to fulfill goals as a team player. This individual needs to be a self -starter who can work with little supervision and the ability to find solutions to complicated financial problems.

Required Skills:

  • Requires a related university degree or equivalent experience and a minimum of 4 years of prior relevant experience.
  • Strong Analytical skills
  • Excellent oral and written communication skills
  • Ability to work with multiple levels of financial, engineering and program management
  • Microsoft Office skills must include EXCEL, PowerPoint and Word

Desired Skills:
  • Experience with APEX and PRISM
  • Experience with proposal preparation and ACES
  • Knowledge in establishing performance measurement budgets and updating baselines in a controlled manner
  • Understanding of contract structures including development and updates to the work breakdown structure (WBS) and organizational breakdown structure (OBS), defining control accounts, planning packages and work packages with associated charge numbers.
  • Ability to work in process driven environment and communicate requirements across diverse program team including subcontractors and other Raytheon businesses.
  • Must be able to work within a rapidly changing business environment and make critical decisions that are based upon sound financial principles
  • Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
  • Ability to support updates to ETCs and developing EACs consistent with customer policy
  • Earned Value Certification
Required Education:
  • Requires a related university degree or equivalent experience and a minimum of 4 years of prior relevant experience.
