The New Pursuits Program Manager position for the Integrated Communication Systems (ICS) / Protected Communications (PCS) business area will be accountable for the strategic vision and growth of new business, run competitions and promote Raytheon capabilities within DOD and International markets. The Program Manager reports to the Director of Airborne Solutions, and partners with the ICS Business Development function to achieve growth and profit objectives. The Program Manager is responsible for developing PCS strategies, identification, development, and winning of new business with special emphasis on expansion into adjacent markets leveraging numerous existing products into new applications. The Program Manager will help the business align IRAD, capital and NBI investments and develop multiyear strategies for business growth. This includes responsibility for meeting AOP goals related to top line growth. The Program Manager will build, train and lead capture teams capable of executing all aspects of the Capture Plan and Capture/Proposal Process (IPDS).
The position requires a strong knowledge of many different types of communication systems, and an understanding of SATCOM LOS products and emerging technologies required to maintain competitive advantage. The position requires resourcefulness in achieving competitive positions and strategies related to proposal responses within customer trade spaces. This includes development of teaming strategies across Raytheon and with other DoD contractors to maximize Pwin. A strong and deep knowledge of the complex DoD procurement process and program execution requirements is necessary.

Roles and Responsibilities:

  • Partners with the Director of Airborne Solutions to develop the Protected Communications growth strategy and resulting implementation efforts across the portfolio in collaboration with PCS Leadership Team
  • Capture team management (develops, trains, grows) and capture plan execution - manages and directs capture leaders in capture efforts ensuring proposal teams and proposal efforts are appropriately resourced, planned and executed
  • Aggressively pursue new business opportunities; developing relationships across the industry including customers, decision makers, subcontractors and teammates with a goal of maximizing customer satisfaction and business growth objectives that meet or exceed annual booking target to be defined annually
  • Must successfully communicate with all levels of the organization including the President, VPs, management and individual contributor levels and frequently interface with Corporate Business Development executives, all Raytheon field offices, all competitors and customer sets
  • Developing strategic plans and go-to-market strategies, positioning for and capturing major pursuits
  • Capitalizes on competitive intelligence and market data and clearly understands competitors’ strengths and weaknesses
  • Mentor early career capture managers
  • Prepare and successfully close on contract award by leading activities as needed such as fact finding, orals, and negotiations with customers
  • Identifies and monitors legislative impact on existing and future programs.

Required Qualifications:
  • 12 years of professional related working experience, with demonstrated experience leading large, cross functional, matrixed teams
  • Significant program management or related experience in Defense Electronics with direct P&L responsibility
  • Thorough understanding of concepts, technologies and uses for SATCOM and LOS communications systems with sufficient technical understanding to align and focus IRAD and NBI Resources on growth opportunities
  • Familiarity and previous experience in the 5 year strategic planning process
  • Strong understanding of, and experience with DoD Acquisition policies and approach
  • Thorough understanding and implementation of program leadership best practices and processes to include capture management, engineering development, production operations and mission support activities
  • PM Tier II Certification or ability to obtain Tier II Certification within one year of being in role
  • Demonstrated experience as a change agent, able to energize organizations to achieve beyond expectations
  • Ability to work effectively and efficiently in a fast paced, dynamic environment with time criticality
  • Ability to develop customer and program enhancing partnerships with internal functional organizations; such as Contracts, Finance, Engineering, Supply Chain, Operations, Mission Assurance and other support functions
  • Ability and willingness to travel 10-15X per year
  • Active DoD Secret Clearance or ability to obtain interim DoD Secret prior to start
  • US Citizenship


Required Education:
  • Bachelor’s Degree in Engineering, Science, Math or Business

Desired Education:
  • Master’s Degree in Engineering, Science, Math or Business
