Raytheon Missile Systems and the Program Management Excellence (PMX) organization are seeking to hire a PMX Strategic Initiatives & Business Operations Director that reports directly to the Vice President of PMX, located in Tucson, Arizona.

The PMX Strategic Initiatives & Business Operations Director will partner across the RTN enterprise to support common operational and analysis activities across all businesses. In addition, they will lead a small team responsible for supporting all designated PMX initiatives and maintaining all data reporting requirements for ongoing business operations. Activities included within this team lead’s efforts include, but are not limited to:


  • Developing and maintaining an ongoing Program Startup team responsible for initiating develop program startups across the business from contract award through execution at Gate 5 and program business review
  • Developing a process to forecast, coordinate, and assist in executing all program closeouts, in sufficient time to properly disposition Customer Furnished Material (CFM)
  • Maintain existing performance information excellence (PIX) metrics capabilities, extending those capabilities to new measures as required and across the enterprise as required and funded
  • Supporting all business and Corporate PMX data reporting requirements, including analysis of all program assessments, interfacing with CPMX as needed for program of interest interchange, and data analysis for operations reviews
  • Maintaining all operational cadence for the PMX team, including monthly PRRs, financials, and periodic reporting
  • Maintaining the Chief Planning role to provide technical expertise, training, and support across the PMX planning community; as well as executing corporate Planning initiatives such as the Program Planning Council
  • Supporting interface and support as needed for all RMS sponsored landed companies
  • Support and configuration control board participation for all program management tools requirements including the PMX Toolset, the Next Generation Workstation, and other PM tools as needed
  • Support of PMX special projects and enterprise initiatives as required

Responsibilities:
  • Establish, document and work with applicable stakeholders to deploy effective IR/Gate 5/11 and IR Review process
  • Lead, staff and deploy strategic initiatives at either the Business Unit or Enterprise level
  • Establish, manage and report PMX goals/metrics aligned to CPMX and the Business
  • Use data / predictive analytics of PMX data and business data; interface with CPMX POC
  • Represents PMX on all applicable Policy/Process/Procedure CCB’s (Business Unit and Enterprise)
  • Develop and distribute internal and external communications to PMX employees, PM community or others as may be required
  • Develop, manage and report on PMX budget
  • Develop briefings for the PMX VP for local or Enterprise audiences
  • Establish and manage PMX database for all PMX activities (BPA’s, ERA’s, CPMX Reviews, MPL, presentations, etc.
  • Supervision of PMX Tool Suite Business Lead
  • Supervision of Data Analytics Lead
  • Manage PMX day to day operations
  • Daily/weekly/monthly cadence /reporting
Requirements:
  • Minimum of 14 years’ experience; preferably in a complex and dynamic program management, engineering and/or operations environment
  • Experience leveraging Program Management best practices
  • Demonstrated Earned Value Management Systems certification
  • Active DoD Secret Clearance
  • Demonstrated experience with process development, documentation, gating, and deployment experience
  • Strong communications and collaboration skills
  • Demonstrated success in strategic planning and ability to analyze and evaluate missions, requirements, technologies and capabilities
  • Ability to travel occasionally, both domestically and internationally

Desired Skills:
  • Proficiency in developing and presenting Strategic Plans, Annual Operating Plan, Technology Roadmaps, and planning to senior management, and responsibility for executing approved plans
  • Leadership of a portfolio of development/production programs to include leading and managing IPDS, Earned Value, Gate Reviews, IMP/IMS management, Risk & Opportunity Management, Program Staffing, and other program related metrics and/or reviews
  • Internal Raytheon Program Management certification (minimum level 3) or PMP certification equivalency
  • Understanding of the DoD acquisition environment and processes, along with USN and/or other service branches programs (Large Programs preferred)
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering
  • Demonstrated networks within and outside of Raytheon
  • Ability to manage, track and report metrics and progress through EAC reviews, PPR's, FPR's, CPR's, and finance reviews or equivalent process review
  • Project Management Professional Certification (PMP)
  • Ability to mentor early career team members
  • Ability to focus, evaluate, motivate and reward the teams, enabling them to achieve desired results


Required Education:
Bachelor’s degree in non-technical related field, but preference of concentration in Engineering, Science, or Mathematics

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.
