**Position requires an active in-scope TS/SCI clearance and polygraph.**

 

CEMP provides guidance, direction and assistance in developing an enterprise emergency management program, MS&O continuity of operations plan, and an enterprise Infectious Disease and Pandemic Influenza Program.  The Contractor shall provide support to the customer Directorates and Offices, mission ground stations, and other customer sites and facilities, including the customer Headquarters facility.  Additionally, CEMP provides input to an enterprise level COOP program to the customer Continuity Program Management Office (or successor office). 

 

a. Develop COOP plan, update it annually, and ensure the COOP plan fits in with enterprise COOP program.
b. Train personnel on how to execute their responsibilities as defined in the COOP plan and serve as a subject matter expert resource to personnel on COOP responsibilities, actions, and activities.
c. Prepare and present briefings to management on emergency management,COOP, and enterprise Infectious Disease and Pandemic Influenza activities/issues.
Review and produce after action reports/corrective action plans for real world crises such as severe snow storms, earthquakes, or other nature-related or man-made events as well as for all EM and COOP exercises.
d. Participate with other Directorates and Offices to further corporate programs that aid emergency management and enterprise COOP such as the enterprise effort to acquire an alert notification system and the enterprise effort to stand up an enterprise COOP program.

 

GDIT duties may include:

Serves as a top level technical or functional expert, often working on multiple projects and programs.

1. Serves as a top level technical or functional expert supporting one or more clients and unlimited user groups.
2. Performs highly specialized technical tasks associated with cutting-edge technologies.
3. Works with user groups to solve business problems with available technology including hardware, software, databases, and peripherals.
4. Applies expert functional knowledge and experience to significant business projects or processes.
5. May perform business development activities, including providing technical input to proposal efforts.
6. Provides guidance and training to less experienced staff.
7. May serve as a technical task or project leader.
8. May have supervisory responsibilities.
9. Maintains current knowledge of relevant developments in area of expertise.
10. Participates in special projects as required.

Qualifications:

10-15 YEARS OF EXPERIENCE IN AREA OF EXPERTISE.

 
 
  • A minimum of 10 recent years of continuity of operations (COOP) experience - preferably with an Intelligence Community or DoD agency - to include capturing essential functions, developing COOP plans, guiding mission essential personnel on COOP responsibilities, and supporting operations at a COOP site.
  • Prior experience developing and maintaining US Government COOP policies and have experience analyzing and implementing Federal COOP regulations/directives within a US Government agency.
  • Demonstrated experience developing complex briefing materials for US Government senior leaders.
  • Proficient computer/technology skills using business software products.
  • Must be able to travel to domestic and overseas locations, sometimes on short notice.
  • Must be an Associate Business Continuity Planner (ABCP) or Certified Business Continuity Planner
  • Must be a FEMA Certified Continuity Practitioner

Education:

1. Bachelors Degree in a related discipline.
