Job Summary
Responsible for technical direction over a group of Estimators on one specific project of moderate size and complexity or one specific construction specialty.
Principal Accountabilities
  • Functions as a technical specialist formulating and developing advanced estimating concepts.
  • Assists the project manager in initial sequencing of construction activities, outlining components such as labor materials and equipment.
  • Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors.
  • Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.
  • Creates cost models for cost estimating elements. Prepares and maintains historical cost data.
  • Responsible for improving constructions processes overall.
  • Responsible to ensure a productive work environment with Program Manager and others.
  • Supervises less experienced Estimators.
  • Reviews manufacturing parts lists for accuracy and inputs data.
  • Prepares final cost report for domestic and international government proposals.
  • Interfaces with government auditors in support of pre-award and post award proposal price audits.
Knowledge & Skills
  • Advanced working knowledge of construction materials, costs, and procedures in areas ranging from heavy construction to electrical work, plumbing systems, or masonry work have a competitive edge.
  • Must have thorough working knowledge of FAR/CAS and Government Acquisition
  • Strong understanding and proficiency in Microsoft Office Suite.
  • Must have excellent interpersonal skills and the ability to interface with various engineering disciplines.
  • Interpersonal skills necessary to lead and coordinate others to accomplish goals.
  • Must have the ability to coordinate multiple concurrent tasks
  • Excellent written and verbal communication skills and have the ability to communicate with all levels of management in various departments
  • Knowledge and experience with FAR 15 cost reimbursable

Experience & Education

  • Bachelor’s Degree in construction science, construction management, or building science preferred.
  • Seven (7) to ten (10) years material estimation experience in any work environment or at least four (4) years of demonstrated material estimation experience on a government contract in an OCONUS environment is required.
  • Must have considerable construction experience, gained through work in the industry, internships, or cooperative education programs.

Physical Requirements/Working Environment

  • Must be capable of working with in the cyclical nature of a competitive proposal schedule that often requires extended hours
  • Living and working conditions at the assignment location could be remote and uncomfortable.
  • Long hours, exposure to weather and hazardous conditions.
  • Personnel should be aware of moving on short notice and under adverse conditions.


  • Ability to travel domestically and internationally.
