Raytheon Global Business Services (GBS) has an opening for a Facilities and Real Estate Manager III. As the F&RE Capital and Expense Manager, the main focus will be to coordinate all GBS Facilities and Real Estate project requests (renovation, maintenance and new build) with respect to determining funding streams and writing capital appropriations requests. Responsible for partnering with Facilities & Real Estate subject matter experts as well as RMS Finance to create and implement a spend plan for capital and expense as well as government funded projects project requests that meet business objectives. It will require an understanding of financial performance and reporting, Facilities and Real Estate strategy, business acumen and leadership objectives.

The secondary focus will be the Airforce Plant(AFP) 44 Program Manager. Responsibilities include planning and coordinating all AFP44 lease funded and appropriated construction and rehabilitations projects and serve as the liaison to the Air Force for the Facilities lease contract. This includes determining prioritization of infrastructure rehabilitation projects, scope of work and proposal development, authorization and documentation to ensure that projects meet expected financial performance. As the liaison to the Air Force, this Manager position also participates in all aspects of lease management, including lease terms during a lease negotiation year. Hosts the bi-annual PMR and collaborates and coordinates the with RMS contracts for submittal of monthly financial artifacts.

Job Description:

  • Work with RMS Finance and GBS F&RE to understand the Business priorities
  • Prepare annual project spend plans
  • Determine funding stream (capital, expense, program, government)
  • Coordinate with Management on approval for projects
  • Validate and write all “Facilities” Capital Appropriation Requests
  • Initiate project paperwork once approved
  • Document baseline and monitor project actuals against the budget regularly and assist with changes
  • Prioritize and coordinate all Air Force Plant 44 projects requests
  • Prepare annual AFP44 Financial Plan (FIN Plan) and Budget Estimate Submission (BES)
  • Verify and coordinate AFP44 proposal package submittals
  • Document baseline and track/report AFP44 project costs and schedules
  • Prepare close out documentation
Required Skills:

Minimum 10+ years of successful facilities management and/or related finance administration experience
  • Experience with budget and financial performance
  • Experience with business case and financial impact for both short term and long term business goals
  • Business acumen for identifying strategic business opportunities and making reasoned decisions in a changing business environment
  • Organized with a systematic approach tasks to achieve accuracy and efficiency
  • Strong oral and written communication skills; professional presence and ability to demonstrate business and technical acumen
  • Strong understanding of lease/contract documents
  • This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization
